The successful Proposers may be called upon to provide right of way acquisition and/or relocation services for projects primarily located in Multnomah County supporting water projects. The services will be requested on an as needed basis during planning, design, and construction phases in support of PWB's goals when the skills or capacity are unavailable in-house. There will be no guarantee of any expenditure on any resulting contract as services will be requested as needed. Purpose The City of Portland, Portland Water Bureau (PWB) is seeking proposals for various professional services on an as-needed basis. These as-needed services are referred to as "price agreements for on-call services," and generally include work with short deadlines, scopes that may need to be developed quickly, and/or requiring expertise currently unavailable in-house. Task Orders will be issued to successful Proposer(s) under these price agreements for on-call services as individual project needs are identified. Background The successful Proposers may be called upon to provide right of way acquisition and/or relocation services for projects primarily located in Multnomah County supporting water projects. The services will be requested on an as needed basis during planning, design, and construction phases in support of PWB's goals when the skills or capacity are unavailable in-house. There will be no guarantee of any expenditure on any resulting contract as services will be requested as needed. The City intends to award two (2) price agreements for on-call services in the service categories listed below. The City may, but is not obligated to, award up to the maximum number of price agreements per category as indicated. Successful Proposers may be called upon to provide consulting services and/or undertake fixed/term projects. The services requested under these price agreements will be small to medium in scope. Projects may range from a few hundred dollars up to $250,000 per Task Order and be subject to specific needs and budget availability in any given year The City may award multiple price agreements per service category, and the number of price agreements awarded in each service category shall be at the sole discretion of the City. In order to receive a price agreement, Proposers must receive scores that place them in the top scoring for that specific service category. Proposers who submit proposals for multiple service categories may be awarded a price agreement in multiple service categories. Work Overview Overview of Required Services: The selected Contractor shall be expected to work closely with designated City of Portland personnel to perform the tasks and generate the Deliverables described generally below. Sustainability Considerations for Professional Services: 1. Whenever possible, deliverables shall be submitted electronically. Any paper-based deliverables shall be printed double-sided and in bindings or report covers that are fully recyclable, using materials containing post-consumer waste (PCW) recycled content. 2. Unless otherwise indicated, video conferencing and/or audio conferencing shall be maximized in lieu of inperson meetings that would require long-distance travel for any participants. 3. If applicable, any in-person meetings/events shall follow green meeting best practices, including but not limited to: a) Reducing paper waste through online communications and/or meeting apps, double-sided printing, electronic signage, reusable name tags, etc. b) Reducing food waste by utilizing reusable food serviceware (coffee carafes, durable dishware, etc.) getting accurate attendee head counts for meals, utilizing water pitchers/dispensers (no bottled water), serve food family-style or via buffet (avoid boxed lunches), etc. c) Offering healthy foods. d) Select meeting/event locations that are easily accessible by public transit and/or biking/walking. e) Select meeting venues that follow sustainable practices, such as comprehensive recycling and composting programs. f) Any paper meeting/event materials utilize paper made with high percentages of post-consumer waste (PCW) recycled content and are fully recyclable. There will be no pre-proposal meeting or site visit scheduled for this Project. Deadline for RFP Questions April 5, 2024. Questions or Clarifications It is the proposer's responsibility to ask questions, request changes or clarifications, or otherwise advise the City of Portland if any language, specifications or requirements of this RFP appear to be ambiguous, contradictory, or appear to inadvertently restrict or limit competition to a single source. Questions and requests for clarification regarding this RFP must be directed in writing, via email, to the person listed on the title page at least seven (7) Calendar Days prior to the proposal due date. Any questions received less than seven (7) Calendar Days prior to the RFP opening date may not be answered. In order to maintain a fair and equitable RFP process, the City shall provide all additional relevant or pertinent information via the issuance of an addendum. Posting of the short list and Phase 2 Instructions (if applicable) April/May 2024 Interviews or additional review, if deemed necessary May 2024 Notice of Intent to Award posted April/May 2024 Proposal Page Limit Proposals must be clear, succinct and not exceed twenty (20) pages. Those portions of a Proposal excluded from the page limit are identified in RFP Part II Section C, Proposal Submittal Checklist. The City will evaluate all proposals on the completeness and quality of the content. Proposers who submit more than the pages indicated may not have the additional pages of the proposal read or considered. Period of Performance The City anticipates having executed price agreements in place by May 2024. The term of the price agreements shall be three (3) years. Work shall begin for specific projects upon execution of a signed Task Order with submittal of final deliverables to the City occurring by the date defined in the individual Task Orders. The City reserves the right to reject any or all responses to the RFP in the City's sole discretion. The method of Contractor Selection has not been Determined at this time.
