UCLA requests a written response to this Request for Qualifications (RFQ) to select an Executive Architect and Mechanical Engineer for the proposed Ronald Reagan UCLA Medical Center (RRUMC) Mechanical Air Valve Replacement Project (945435.01). The proposed project includes the decommissioning and removal of approximately 3,000 existing Triatek venturi mechanical air valves from the air-handling system supply, return, and terminal exhaust ducts located above the ceiling in multiple functional areas within the existing Ronald Reagan / UCLA Medical Center building and systematically replacing them with new system-compatible mechanical air valves. Project scope may include demolition, alterations, and/or additions to the buildings current air-handling system infrastructure, possibly impacting existing building systems, i.e., conduit/duct runs and other incidental building system pathways. All work will occur in an occupied hospital with restricted hours to perform noise-producing work and access areas above and below the project sites. The project will require night and/or weekend work to accommodate these restrictions. Restorations will be made to any existing building improvements impacted by this project. UCLA Health previously commissioned a report titled Scoping Approach for the Replacement of the Mechanical Air Valves. During the initial pre-design study phase, the awarded Executive Architect and Mechanical Engineering team shall review and revalidate the approach and recommendations contained within the Scoping Approach for the Replacement of the Mechanical Air Valves report and develop updated programming, scope, and phasing alternatives for the Universitys review and approval. Based on the recommended project alternatives developed in the pre-design study phase, the overall scope of work may be executed through multiple phased and separately permitted construction contract packages. Construction cost for this project has yet to be determined; however, the entire mechanical air valve replacement project is anticipated to be approximately $24M, depending on the agreed-upon scope of work and the number of required separately permitted projects. In response to this RFQ, candidate firms must demonstrate familiarity and experience in the design, planning, and construction/installation of acute care mechanical air-handling systems, in addition to decommissioning and replacing these types of systems in active occupied areas of an acute care facility. Project team experience must also demonstrate familiarity with applicable codes and regulations, including California Building Code, Department of Health Care Access and Information (HCAI) requirements for an OSHPD 1 acute care facility, National Fire Protection Association (NFPA), Department of Public Health requirements (Title 22), National Institute for Occupational Safety and Health (NIOSH), and Americans with Disabilities Act (ADA). The project shall be designed to meet the requirements and intent of the University of California (UC) Regents Policy on Sustainable Practices concerning green building design and energy efficiency. The project will also be required to meet the California Energy Code (Title 24) energy efficiency standards and apply sustainability principles wherever possible. The University has determined that the delivery method for this project will be Construction Management At-Risk (CMAR). Upon completion of the Detailed Project Program (DPP), the Executive Architect will serve as the architect of record, managing and coordinating all design and construction document preparation tasks and construction administration responsibilities. The Executive Architect and Mechanical Engineer will also assist the University in securing Agency review approvals. This RFQ is for full design services; however, the University reserves the right to defer negotiations concerning services other than pre-design studies until the completion of the pre-design phase. The final selection and appointment of the Executive Architect and Mechanical Engineer is contingent upon project approval by the University of California Board of Regents or their delegated authority. A screening committee will determine a shortlist of firms; further steps in the selection process will be at the selection committees discretion. Every effort will ensure that all persons have equal access to contracts and other business opportunities with the University within limits imposed by law or University policy. Each Candidate Firm may be required to show evidence of its equal employment opportunity policy.
