The City of Santa Clara is seeking proposals from qualified firms to provide engineering design services to prepare bid documents (plans, specifications, and engineer's estimate - PS&E) for public works bidding of pavement maintenance and rehabilitation construction contracts to support the City's Annual Street Pavement Maintenance and Rehabilitation Program. The requested engineering design services involve preliminary engineering, detailed design, bidding and award support, and construction support. This Request for Proposals is contemplated to provide engineering design services in support of three (3) annual pavement maintenance and rehabilitation construction contracts to be constructed annually in 2025, 2026, and 2027. The City manages a Street Pavement Maintenance and Rehabilitation Program and annually issues bids for construction contracts to perform pavement maintenance and rehabilitation work in the summer of each year. The City utilizes Streetsaver pavement management software to manage the street inventory and pavement conditions, and to assist in selecting the streets to be maintained each year. The current Pavement Condition Index (PCI) of the City's streets is 76 (as of March 2024). The City's pavement maintenance and rehabilitation construction contracts typically involve slurry seals, patching, cape seals, and asphalt overlays, including the ancillary work of utility adjustments, ADA curb ramps (insofar as there is a nexus to do so), signal modifications as needed, and pavement delineation. In certain instances where there is a nexus, additional work is performed under the pavement contract(s) to alter the slopes of pedestrian street crossings to be consistent with accessibility requirements. As part of the City's annual street pavement maintenance and rehabilitation project, the City implements complete streets improvements to the maximum extent practicable in alignment with the project scope and budget, including replacement or installation of bicycle facilities. The streets included in the 2025 project have been reviewed by City staff and have been preliminarily identified for bicycle improvements. Final disposition of proposed bicycle improvements are subject to future review and approvals by the City's Bicycle and Pedestrian Advisory Committee (BPAC) and City staff. Proposed bicycle striping for the 2026 and 2027 projects would occur in the future under a similar arrangement. The bicycle striping staff recommendations for the 2025 project are included as an attachment to this RFP for Proposers' reference. The City's anticipated budget for the construction contract(s) for the projects are as follows: 2025 Project: $7,920,000 2026 Project: $8,800,000 2027 Project: $8,800,000 Design Consultant Notice-to-Proceed (NTP): July 8, 2024 Complete Preliminary Engineering: October 2024 Complete Final Bid Documents: March 2025 Construction Bidding: April - May 2025 Construction: July 2025 to November 2025 The City reserves the right to rely on information from sources other than the information provided by the respondents. The method of Contractor Selection has not been Determined at this time.
