Site work for a water / sewer project in Sterling, Illinois. Completed plans call for site work for a water / sewer project.

The proposed work for which the City of Sterling is soliciting bids includes the cured-in-place lining of 37,192 feet of 8" - 48" diameter sanitary sewer, 226 vertical feet of sanitary manhole lining, and construction of 1,019 feet of 8" - 18" diameter sanitary sewers. The contract documents, including Drawings and Specifications, and form of contract and bonds for performance and payment, are on file at the office of the City Clerk, 112 E. Main Street, Sterling, IL 61018 and at the office of the ENGINEER, Willett, Hofmann & Associates, Inc., 809 E 2nd Street, Dixon, IL 61021. A certified check or bank draft on a responsible solvent bank, or a satisfactory bid bond executed by the bidder on an acceptable surety company, payable to City of Sterling, in an amount not less than five percent (5%) of the total bid shall be submitted with each bid. The successful bidder will be required to furnish satisfactory performance and payment bonds each for 100% of the awarded contract price. No bid shall be withdrawn after the opening of bids without the consent of City of Sterling for a period of one hundred twenty (120) days after the scheduled time of receiving bids. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Water Pollution Control Loan Program (35 IAC Part 365), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the federal "Build America, Buy America Act" requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the construction documents must be paid on this project and that the contractor must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin. The City of Sterling is an equal opportunity employer. The City of Sterling, Illinois reserves the right to reject any non-responsive bid and/or non-responsible bid. Bids may be held by the City of Sterling, Illinois for a period not to exceed one hundred twenty (120) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the Contract. All work under this contract shall be substantially complete within 365 calendar days and final completion shall be within 425 calendar days from the execution of the Notice to Proceed. The EEO goals for this project are: Minority participation for each trade: 4.6% Female participation for each trade: 6.9% The DBE goals for this project are: MBEs: 5.0% WBEs: 12.0% The major components of this project are as follows: o Approximately 37,192 L.F. of 48", 42", 36", 30", 27", 24", 21", 18", 15". 12", 10" and 8" Dia. Sanitary Sewer Precleaning, Televising and CIPP Liner installation. o Approximately 316 Lateral Service Reinstatement and Chemical Grouting. o Approximately 226.2 Vertical Feet of Sanitary Manhole Lining. o Sanitary Manhole Replacements, Removal, and Modifications. o Sanitary Manhole Casting and/or Adjustment Ring Replacements. o Replacement of the inverted siphon on Woodburn Avenue. o Approximately 1,019 L.F. of sanitary sewer replacement on E 19th Street. o Bypass pumping. o Surface restoration associated with all work. o Traffic control.
