Site work for a road / highway in Rancho Mirage, California. Conceptual plans call for site work for a road / highway.

The City of Rancho Mirage ("City") invites proposals from qualified, competent, knowledgeable, and experienced design professionals to provide design services for the CP 23-385 Traffic Signal Interconnect project and administer the duties and responsibilities set forth in this Request for Proposals ("RFP"), in compliance with all applicable laws, regulations, policies and procedures. Firms submitting proposals must be prepared to immediately enter into a contract ("Agreement") for the services and duties as set forth in this RFP. PROJECT DESCRIPTION: The project for which design services will be provided will upgrade the traffic signal interconnect network, infrastructure, equipment, and signal coordination for eighteen (18) intersections along Ramon, Dinah Shore, Gerald Ford, Frank Sinatra, Country Club, DaVall, and Bob Hope. Design elements shall be integrated into the existing system. SCOPE OF SERVICES: The following is a scope of services the selected Design Professional shall provide at a minimum. Any Design Professional proposed additional services should be separately identified in the proposal along with reasons why the service is recommended. Schedule A Scope - Eighteen (18) intersection implementation of traffic signal coordination/timing improvements, controller cabinet upgrades, and intersection improvements including, but not limited to, CCTV, Battery backup systems, detection cameras, countdown pedestrian heads, pedestrian push buttons, electrical pedestals, and fiber optic hardware. Work shall include material, installation, and full integration. All work will be performed within the existing City of Rancho Mirage right-of-way. A vicinity map showing the location of these intersections is provided as Attachment 1. Schedule B Scope - Fiber optic network expansion and integration into existing City fiber network to create a full ITS network. Work to include conduit undergrounding, pull box installation and upgrades, fiber vault installation, 144 SMFO installation, splice enclosures, drop cables, switches, and fiber optic hubs. Work shall include a full fiber optic plan set displaying fiber terminations by color and number. Project design shall include all necessary equipment needed for complete integration of existing fiber network to proposed corridors. A vicinity map showing the project limits and Fourteen (14) Fiber optic hub locations is provided as Attachment 2. This project, including Schedules A and B, will integrate the City's remaining eighteen (18) intersections that are currently without communications to the existing Econolite "CENTRACS" system, which will provide web-based viewing/operations and adaptive signal control capabilities. Upgrades will need to be made to the controller cabinet at each affected signalized intersection to accommodate these improvements. Work will include replacing existing wired interconnect with fiber optic cable, installing new conduit/144 SMFO cable, abandoning old vaults/ pull boxes, installing new vaults/ pull boxes, installing Closed Circuit Television (CCTV), installing Ethernet switches, replacing battery backup units, upgrading radio communications, installing pedestrian countdown signal heads, installing pedestrian push buttons with updated housings per MUTCD, and implementing signal coordination/timing improvements. This new fiber interconnect will 2 be integrated into the existing Traffic Management Center (TMC) at the City of Rancho Mirage City Hall. These eighteen (18) intersections will connect to the CENTRACS system, and the adjacent signals already connected. Communications from these intersections will tie into the TMC at City Hall and will have remote access from the City's Maintenance Yard located in Thousand Palms. The proposed improvements will improve signal timing to reduce the high concentration of rear end and broadside collisions. The purpose and intent of the traffic signal network is to provide the City with real-time traffic patterns and immediate response. This project is expected to contribute to a reduction in speeding, running red lights, passing, changing lanes, and overall crash rate. Fiber-carrying 3" conduit will need to be installed through a directional boring process in developed areas. Pull boxes will be installed approximately 500 feet apart within the right of-way. Pull boxes will be type 6E with C48 vaults at each of the 18 intersections. Existing conduit runs will be utilized with a cut-and-connect new 6E pull box installed to conform to the 500'-interval spec. The consultant will be responsible for providing plans (fiber and construction), specifications, timing plans and estimates for the project, including, but not limited to, bid item descriptions, special provisions, technical specifications, and any specification detail sheets and/or relevant standard plans. This project will require coordination with the City Engineer and other City Departments as necessary. All comments and questions from proposers must be submitted in writing and received by no later than 4:00 P.M. on MONDAY, MARCH 25, 2024
