This Request for Proposal (RFP) is being issued by the Contra Costa Water District (CCWD) for vendors and/or firms interested in On-Call Environmental Consulting Services. The vendor is to provide specific on-call assignments including environmental compliance/biological surveys to support maintenance and construction of capital improvements projects on CCWD properties and within U.S. Department of the Interior, Bureau of Reclamation (Reclamation) rights of way (ROW) and easements, for the period from July 1, 2024 through June 30, 2026 (Fiscal Years 2025-2026). The total contract authority for this effort is $380,000 over this period, as detailed in this document. Specific on-call assignments include environmental compliance/biological surveys to support maintenance and construction of capital improvements projects on CCWD properties and within U.S. Department of the Interior, Bureau of Reclamation (Reclamation) rights of way (ROW) and easements. CCWD maintains and operates the Contra Costa Canal System under contract with Reclamation. Maintenance activities within the Reclamation ROW is conducted under a U.S. Fish and Wildlife Service (USFWS) Programmatic Biological Opinion. Other environmental services include environmental compliance/monitoring at CCWD's Rock Slough Fish Screen, where maintenance activities are conducted under Biological Opinions from the National Marine Fisheries Service (NMFS) and USFWS and a routine maintenance agreement with the California Department of Fish and Wildlife (CDFW). Environmental compliance work includes monitoring terrestrial and aquatic resources. CCWD may require services to support Planning staff for preparation of environmental documents including National Environmental Policy Act (NEPA) Categorical Exclusion Checklists and California Environmental Quality Act (CEQA) Notices of Exemption as well as potential permit requirements associated with such projects. The selected consultant may be required to prepare more extensive CEQA/NEPA permit documents for larger CCWD capital improvement projects should any new projects be ready for this level of review over the 24- month duration of this On-call Environmental Services Contract. The Preliminary Scope of Work for the project is outlined in the tasks below. Individual tasks will be assigned by CCWD. The work will be performed in a collaborative effort between CCWD and the selected consultant. The consultant will need to be available when requested to satisfy District environmental and permit requirements and to provide specialized environmental expertise as needed. The table below provides a summary of the tasks and the allocated budget. CCWD operates and maintains 48 miles of Contra Costa Canal owned by the United States Bureau of Reclamation. This includes the Contra Loma Reservoir and dam facilities in Antioch and the Martinez Reservoir in Martinez. In addition, CCWD has untreated water facilities on Victoria Canal (Middle River Intake), the Old River Intake as well as the Old River and Los Vaqueros pipeline right of way that extends from Discovery Bay, Los Vaqueros Reservoir Transfer Pump Station and then to CCWD's Antioch Service Center near Hwy 4 and Neroly road. Each of these facilities requires biological monitoring prior to routine maintenance. CCWD also owns and manages two water treatment plants-- one in Oakley and the other in Concord, as well as a series of pump stations and water tanks within its treated water service area within Concord, Clayton, Pleasant Hill, Walnut Creek and Martinez. Responses to all questions received by the due date will be published on CCWD website as an Addendum to the RFP on Wednesday, March 27, 2024. CCWD specifically reserves the right to reject any or all proposals, to make any awards or any rejections in what it alone considers to be in the best interest of CCWD, and to waive any irregularities in the proposals. CCWD does not obligate itself to accept the lowest proposal and specifically reserves the right to reject any or all proposals or CCWD will accept any proposal or combination of proposals considered most favorable. Event RFP notes: Six (6) copies of your Proposal and one electronic (flash drive) version, prepared in accordance with the instructions in this Request for Proposal. The method of Contractor Selection has not been Determined at this time.
