RTD is seeking quotes from qualified firms to provide storage, transportation, and disposal of petroleum contaminated materials, non-hazardous liquids, and other material that is non-DOT/EPA regulated material. RTD will award one single purchase order from this RFQ. RTD has not specified a DBE/SBE participation goal for the Work to be performed under the Purchase order. However, RTD encourages and expects Offerors to pursue subcontracting, mentoring, joint venturing, teaming and partnering opportunities with DBE/SBE firms in the ordinary course of its business/teaming strategies. To date, RTD has achieved greater than 20% DBE/SBE participation on its overall FasTracks DBE/SBE Program. Offerors are encouraged and expected to create a level playing field to the maximum practicable extent consistent with the objectives and requirements of the RTD DBE/SBE program based on federal regulations codified at 49 CFR Part 26 and RTDs DBE/SBE Program Policy. Therefore, Offerors are requested to document their efforts to include DBEs/SBEs in this contracting opportunity, if any. Offerors are also requested to explain in their executive summary how they intend to utilize and/or will encourage subcontracting, mentoring, joint venturing and/or partnering opportunities with DBEs/SBEs for this project. Furthermore, Offerors are to submit a general workforce breakdown for their company (including affiliates) and the project. RTD is interested in your strategies and approach to seeking diversity in the Offeror team to include DBEs/SBEs, minorities and women in all phases of subcontracting, supplier and workforce opportunities associated with the Purchase order. Quotations shall be valid for a duration of no less than ninety (90) days from quotation due date. All requests for clarifications and/or changes to the form of the purchase order, including suggested changes to the terms and conditions, must be made during the Inquiry Period. RTD has no obligation to respond to questions and requests for clarifications or amendments that are not submitted in writing, nor to those submitted outside of the Inquiry Period. Payments are anticipated to be made on a Fixed Price basis. Period of Performance: Subject to the Termination provisions of the purchase order, 3 years. Options for this Purchase Order: Two (2) 1-year options. Question Submission Deadline:March 19, 2024, 2:00 pm Contractor Selection Date:April 12, 2024 Executive Summary The support of a waste management company has historically been a District need for everyday incidental petroleum spills, vehicle accidents, malfunctioning equipment, & general maintenance activities. Project Description Scope of the Project The Contractor shall provide personnel & equipment to safely store, transport, & dispose of non-RCRA (Resource Conservation & Recovery Act) waste. This type of material is generally located at RTD maintenance facilities in dedicated storage bins (mini-boxes) that utilize specialized equipment to prevent leaks, spills, or safety incidents while on RTD property. Mini-boxes are described on the Non-Hazardous Qualifications and Equipment Form. The purpose of full-time utilization of thickly lined mini-boxes at RTD maintenance facilities is to assist in separating regular trash from petroleum soiled debris like rags, absorbent mats, diatomaceous earth (DE), and other absorbent material. Locations RTD maintenance facilities and other District properties upon request. Period of Performance Three years from contract award with two one-year options to extend. Roles & Responsibilities The Contractor shall perform all work in accordance with applicable federal, state, and local regulations. All the Contractor personnel performing work for RTD shall be trained in accordance with all regulatory requirements relating to the work. Should any regulatory agency be involved regarding these tasks, RTD will be included as a point of contact for inquires or incidents. It is the role of RTD to train employees on proper usage, request pickups in a timely manner, and compliantly profile petroleum contaminated absorbent waste that is stored in these containers. Project Requirements The Contractor shall be responsible for following RTD safety requirements while operating under this agreement. This includes compliance with District safety procedures, the proper use of warning devices, signage, and barricades to protect the work site from intrusion by unauthorized personnel. The Contractor shall conduct RTD related work tasks in accordance with all federal, state, and local regulations. Performance Measures Verification & Testing RTD team members will collaborate with Contractor personnel to certify applicable waste profiles, remove any off-specification materials inside a container, and to mitigate any leaking or damaged liners within RTD assigned mini-boxes. Verification of waste will be performed through proper sampling techniques and sent to an accredited laboratory for chemical analysis on a tri-annual basis or as deemed necessary by the District, the Contractor, or regulatory entities for proper hazard identification & waste profiling purposes.
