The purpose of this Request for Proposals is to obtain competitive proposals from qualified individuals and firms to perform a study, under the ECMC's coordination with the Public Utilities Commission (PUC), to evaluate pipeline siting and safety regulation in the state. The scope of the study includes identifying any existing jurisdictional gaps, analyzing existing safety rules, reviewing jurisdictional strategies, and evaluating resource needs for safe and protective regulation. The Department may award to a single vendor capable of fulfilling the ECMC's project needs.
