ENGINEER’S ESTIMATE: $1,667,642.70 Bidders for this project are required to be pre-qualified with the Ohio Department of Transportation. Prequalification must be in force at the time of bidding, at the time of award, and through the life of the construction contract." Each bidder shall be required to file with his proposal a Bid Guaranty in accordance with Section 153.54 of the Ohio Revised Code. The guaranty shall be a bond for one hundred percent (100%) of the bid amount. A certified check or cashier's check for ten percent (10%) of the bid can be submitted in lieu of a bond. The successful Bidder will be required to furnish a satisfactory Performance Bond for one hundred percent (100%) of the bid amount. Bidders must comply with the prevailing wages rates for Public Improvements for Williams County, Ohio as determined by the Federal Davis Bacon Wage Rates. Contractor compliance with the non-discrimination and equal employment opportunity requirements of Title VI of the Civil Rights Act of 1964 (Title VI) and Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. The DBE Requirements for this project are 7%. The LPA DBE Utilization Form and/or Good Faith Efforts (GFEs) must be submitted to DOT.ContractsLettingMgr@dot.ohio.gov by prime contractors prior to bid opening. SPECIAL ATTENTION MUST BE GIVEN to all the requirements contained in the bid packet, particularly to prevailing wages, various insurance requirements, various equal opportunity provisions, and the requirement for a payment and performance bond for 100% of the contract price. Any bid may be withdrawn prior to the scheduled closing time for the receipt of bids, but no bidder shall withdraw his bid within 30 days after the actual opening thereof. The County reserves the right to reject any or all bids, waive irregularities in any bid, and to accept any bid which is deemed most favorable to the County. The Owner intends and requires that this project be substantially completed no later than October 1, 2024, with a final completion of November 1, 2024.
