Renovation of a municipal facility in Florence, Alabama. Completed plans call for the renovation of a municipal facility.

Sealed bids submitted prior to the bid opening should be clearly marked on the outside of the envelope with the Bid No. E-R-00422 and sent to the City of Florence Purchasing Department, 110 West College Street, City Hall Building Room 329, Florence, AL 35630. The Florence Electricity Department (FED) is deploying a new Advanced Metering Infrastructure (AMI) system throughout its service territory in Florence, Alabama, and surrounding Lauderdale County. As part of this project, FED will require a contractor to remove the existing residential electric meters and replace them with new meters. FED will procure, supply, and storeall meters. The contractor shall provide services, in addition to the physical exchange of the meters, to manage the installation process with FED and its customers, collect information including meter register reads, site photographs, GPS coordinates and provide complete documentation of each exchange. Prequalification to bid is required. Proposals shall be accompanied by a bid bond or a cashier's check in an amount not less than five percent (5%) of the total bid price or $10,000 payable without recourse to the City of Florence Utilities. Check or bid bond shall be provided as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fourteen (14) days after Notice of Award. The successful bidder shall furnish a performance bond in the amount of 100% of the contract price and payment bond in the amount of 50%of the contract price upon the forms provided. Performance and Payment Bonds shall be from an approved surety company holding a permit from the State of Alabama to act as surety. This project is considered a "Public Works" project and is governed by competitive bid laws as contained in Title 39 (1997) of the Alabama Code. Bidders, subcontractors, suppliers, and Bond Agents should be familiar with this code. The attention of all Bidders is called to the provisions of State law governing "General Contractor", as set forth in ALA.CODE 34-8-1, et seq. (1975), and rules and regulations promulgated pursuant thereto. The Owner reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the Owner, and to reject non-conforming, non-responsive, or conditional bids. No Bidder may withdraw submitted bid within sixty days from the date set for receiving the bids.
