The Town of Jonesborough is seeking statements of qualifications (SOQs) from qualified firms to provide easement acquisition services for approximately 100 or more properties. The Town of Jonesborough is constructing a water system improvement project that includes the development of an approximate 33,000 linear foot transmission main. This project is being supported with U.S. Department of Agriculture, Rural Development funding. The selected firm will need to deliver executed easement agreements in a relatively short time frame due to deadlines related to the project. Payment for services shall be made based on work completed in each section of the scope of services. The scope of services will include, but not limited to, the following: Acquire easements needed for the project in accordance with the Uniform Relocation Assistance and Real Property Acquisition Act (URA) Review easement exhibits for accuracy Perform title searches to confirm property ownership Prepare final easement documents the Town of Jonesborough will provide a standard agreement to be modified Valuation of easement area, including possible improvements such as tree removal, fence reinstall, etc. Present documents to property owners and negotiate on behalf of the Town of Jonesborough . Evaluation criteria for each SOQ shall include consideration of the following factors: 1. Demonstrated understanding of regulatory requirements 2. Specific experience on similar projects 3. Overall project approach 4.
