The City of Alhambra ("City") is issuing a Request for Proposals (RFP) to engage a qualified consultant for the oversight and management of Implementation Programs ("Programs") contained in the City's 2021-2029 Housing Element. Reporting to the Community Development Director or their designee, the consultant will ensure that all Programs are completed successfully in the time frames specified in the City's Housing Element. This is a rare and unique opportunity for a qualified consultant to oversee and manage all tasks associated with the Implementation Programs of a Housing Element. The 5th draft of the City's 6th Cycle 2021-2029 Housing Element has already been approved by the City Council and has been submitted to the State of California's Department of Housing and Community Development (HCD) for their 60-day review. Staff anticipates receiving feedback from HCD no later than March 26, 2024. Scope of Services The City of Alhambra seeks a qualified consultant to manage the 2021-2029 Housing Element. The consultant is expected to provide technical expertise and take the lead on overseeing the day-to-day management, administration, and implementation of the Housing Plan and its' forty (40) Implementation Programs. A summary of the Implementation Programs and their status is included in Attachment 1. The consultant must be proactive in identifying required Program priorities and tasks based on the timeframes set in the Housing Element. The consultant will be responsible for developing an efficient system to track priorities, tasks, and status for each Program that can be used by the consultant and City staff. The duration of this project is through October 31, 2029. The consultant will have experience with Housing Elements, be well-versed in State Housing law, and be capable of deeply engaging in all aspects of the Housing Element management process ensuring that the required Implementation Programs of the Housing Plan are completed successfully within their specified time frames. Effective communication, organization, and coordination with staff are essential to this project. The consultant may subcontract other professionals for any necessary studies or reports needed to successfully carry out the Programs. The consultant will be responsible for preparing all final work products, including but not limited to appropriate reports, documents, and graphics to communicate ideas and concepts needed to effectuate all Programs.
