The Board reserves the right to reject any and all bids, waive any defect in the bids, and make awards in any manner deemed in the best interest of the Schoolcraft County Road Commission. All entries made on the Bid Proposal sheet by the bidder shall be handwritten in ink only. All Unit Price entries shall be to the nearest $0.01. Should a partial penny bid be submitted, the extension will be rounded to the nearest $0.01 to determine the total price. Unit Prices provided will govern determination of the correct total bid. The bid shall be legally signed, and the complete address of the Bidder shall be provided. Bidders are hereby informed that any financial or proprietary information submitted in response to this proposal will become a public record subject to disclosure under the Freedom of Information Act. As such, all information will not be treated as confidential. Late Bids: Any bids received by the Commission after the deadline will be disqualified and will be returned unopened to the Bidder. Manner to Compare Bids: The Commission will evaluate all bids and will make its decision based on meeting the requested specifications, price, quality, and the service history of the Company if applicable. Award of Bid: The Commission will award the bid to the Bidder who submits a responsive bid that is the most advantageous to the public. A responsive bid is one which is in substantial conformance with the specifications and requirements of RFP. Examples of nonresponsive bidders are:
The bid does not conform with the required delivery schedule
A qualification of their price
A qualification of the Commission's standard terms and conditions
Failure to furnish bond surety, if applicable
Failure to follow the Instructions to Bidders When applicable, the Commission will consider in the evaluation the net cost, the expenses associated with the administration of the item, life cycle cost (also known as total buying cost), and or the cost of maintenance on a guaranteed basis for a predetermined active life of the item, as well as the original cost. There is no obligation to award to a bidder that does not meet the specifications. The Commission reserves the right to award the bid in the best interest of the Commission; the right to waive irregularities in any bid; and the right to reject any or all bids.
