The Town of Great Falls (Town) and Stantec Consulting Services Inc. (Stantec) are seeking services from qualified and experienced contractors to perform remediation on portions of the rail bed that the Town is converting into a trail. This 3.23 miles of former railway line is located within Great Falls and/or Chester County, South Carolina and includes approximately forty-five (45) acres identified by Tax Map Serial Number 202-13-02-013-000. The Former CSX Transportation railway line generally runs along the west side of the Catawba River from the south side of the Town of Great Falls to a location approximately two miles north of the Town of Great Falls. Portions of this rail trail require remediation. One section requires capping (mill village), and three sections (washouts) require capping and proper culvert installation - See Figure 1, Topographic Site Location, and Figure 2, Areas of Concern. This work must be performed in accordance with Voluntary Cleanup Contract 20-7552-NRP between the South Carolina Department of Health and Environmental Control (DHEC) and the Town, the Analysis of Brownfields Cleanup Alternatives (ABCA), the Corrective Measures Plan (CMP), Stantec's plan set dated February 02, 2024, and decomposed granite paving schematic attached to this invitation. This project is being funded by a United States Environmental Protection Agency (EPA) Brownfields Grant. Written responses to the inquiries will be prepared and emailed to each individual or contractor in attendance at the pre-bid meeting, within five (5) business days. Bidders are specifically directed not to contact any Town of Great Falls representatives or employees for meetings, conferences, or technical discussions related to the Invitation to Bid. Failure to adhere to this directive may be grounds for rejection of bid. DEADLINE ENFORCED: Bids delivered after the time and date set for receipt of bids will NOT be accepted. Facsimile forms of the bid will not be accepted. Stantec and the Town reserve the right to reject any and all bids, parts thereof, and to waive any technicality, when the best interest of the Town shall be served. Further, Stantec reserves the right to award a contract in the best interest of the Town.
