Renovation of a warehouse / distribution facility in Lincolnton, North Carolina. Completed plans call for the renovation of a warehouse / distribution facility.
**As of June 10, 2024 project was awarded but awarded amount is not available.** Project Overview Project Background The City has selected Becker Morgan Group, Inc. to provide Architectural and Engineering design services for this project located at 500 Sigmon Rd. Lincolnton, NC (formerly known as Excel Mfg Plant). This building is currently vacant. The CMR shall contract directly with the City for all construction; shall publicly advertise as prescribed in NCGS 143-129; and shall prequalify and accept all bids from first-tier subcontractors for all construction work under this section. The CMR shall use the prequalification process determined by the City in accordance with NCGS 143-135.8, provided that the City and the CMR shall jointly develop the assessment tool and criteria for the specific project. The City shall require the CMR to submit its plan for compliance with NCGS 143-128.2 for approval by the City prior to soliciting bids for the project's first-tier subcontractors. CMR Project Description The City intends to use the Construction Manager-at-Risk delivery method for the Project. The City proposes to enter into a contract with the selected CMR firm that will initially include preconstruction services only, with a provision for adding construction services through later acceptance of a GMP (guaranteed maximum price) by subsequent contract amendment or second contract. The City anticipates utilizing AIA Document A133 and A201 for the standard form of agreement and any GMP amendment between the City and Construction Manager. If a team member carries over to the GMP contract from the pre-construction contract, approved rates from the pre-construction contract are subject to further inspection. The selected CMR's burden rate shall be within an acceptable range not to exceed 42%; if this range is exceeded then the City will request documentation substantiating the burden rate. The selected CMR will submit General Conditions/General Requirements to be included as exhibits for the construction phase contract; the initial submittal will be an estimate and then subsequently paid out as direct costs. The City's objectives in using the CMR delivery method for this Project are to: Work in collaboration with the Owner and A&E Engineer to develop constructability reviews, cost estimates, and scheduling throughout the design and construction phases. Provide construction expertise for all aspects. Provide optimum coordination of subcontractors. Allow prequalification of subcontractors. Provide a team approach between the City and CMR in controlling risks, costs, and schedule. Have transparency of costs. Collaborate and create a timeline of any and all aspects of the project. Project Scope of Work: The scope of the project is anticipated to be as follows: Existing Conditions The project consists of an approximately 33,000 square foot warehouse built in 1965 and a 4,000 sq. ft. warehouse built in 2002 located on 2 parcels totaling a little over 16 acres. (parcel 00980 10.133 acres & 70508 6.345 acres). Building and site were previously Excel Textile Supply Company. Proposed Objectives The City would like to re-purpose the existing buildings into multi-use facilities that would include: warehousing, offices, restrooms, showers, breakrooms, and staging areas for several City departments - electric, water and sewer, streets, solid waste, and garage services. Other objectives are to build another building to be appr. 5,000 to 8,000 sq. ft. training/meeting facility that may also house several offices for the aforementioned departments. Other needs on the property include: a wash down pit, pole barn type storage for vehicles and equipment along with a lay down yard for keeping materials, and equipment dry. This list in not all inclusive nor limited Attendance at the pre-submittal meeting and facility tour is not mandatory but is highly encouraged.
