The City is seeking the services of a qualified Consultant to assist the City of San Diego (City) Public Utilities Department (PUD) with ongoing updates to the water and wastewater rate models as usage patterns and other variables change throughout the rate case period and commencing new Water and Wastewater Cost of Service Study (COSS) as determined by PUD. The goal of each COSS will be to develop recommendations for the establishment of fair and equitable water and sewer rates for the City's users that comply with state law, including Proposition 218 (codified as Article XIIID of the California Constitution based on accepted industry standards, as endorsed by the American Water Works Association and the State Water Resources Control Board). Each COSS will include a review of the City's current financial plan and related assumptions, usage characteristics, and rate structure. It is projected that the rate studies will produce rate cases to cover 4-5 years. Type of Award Lump Sum Scope of Work. Contractor shall provide the Services to City as described in Exhibit B which is incorporated herein by reference. Contractor will submit all required forms and information described in Exhibit A to the Purchasing Agent before providing Services. Contract Administrator. The Public Utilities Department (Department) is the Contract Administrator for this Contract. Completed and signed RFP signature page is required, with most recent addendum listed as acknowledgement of all addenda issued. Proposals must be submitted prior to the Closing Date indicated on the online. E-mailed and/or faxed proposals will not be accepted. The method of Contractor Selection has not been Determined at this time.
