Project Description This Geotechnical Evaluation Report addresses the design and construction of the proposed ADA ramps and parking lot rehabilitation, located in St. Paul, Minnesota. The project will include the removal of an existing ADA ramp on the east side of the building, and construction of a new ADA ramp on the East side and North side of the building. Other anticipated updates include reclamation of pavements, flatwork, and addition of new site lighting and plantings This project includes: Renovation of the existing exterior plaza, including new snow melt system (and associated mechanical / electrical equipment and interior work), repaved / re-striped parking lot, concrete sidewalks / stairs / ramps, wood benches, landscaping, and exterior lighting. Based on conversations with Kevin Coleman, of Minnesota Counties Intergovernmental Trust (MCIT), we understand that the project will include rehabilitation of the bituminous pavement at the referenced location. Bituminous and aggregate base measurements were taken at six locations through test pits, soil borings, and cores. No plans, project specifications, maintenance histories, or other information about the pavement were available for our review. Scope of Services We performed our scope of services for the project in accordance with our Proposal QTB173004, dated March 1, 2023. The following list describes the geotechnical tasks completed in accordance with our authorized scope of services. Reviewing the background information and reference documents previously cited. Staking and clearing the exploration location of underground utilities. We selected and staked the new exploration locations. We acquired the surface elevations and locations with GPS technology using the State of Minnesota's permanent GPS base station network. The Soil Boring Location Sketch included in the Appendix shows the approximate locations of the borings. Performing 2 standard penetration test (SPT) borings, denoted as ST-1 to ST-2, to nominal depths of 15 feet below grade across the site. Note that one boring was extended to 21 1/2 feet due to conditions encountered. Performing laboratory testing on select samples to aid in soil classification and engineering analysis. Preparing this report containing a boring location sketch, logs of soil borings, a summary of the soils encountered, results of laboratory tests, and recommendations for structure and pavement subgrade preparation and the design of foundations, exterior slabs, and pavements. We performed this geotechnical evaluation concurrently with a Phase I Environmental Assessment (ESA) and Phase II Environmental Assessment (ESA) which we will submit separately. The project team should review the Environmental Assessments in conjunction with this geotechnical evaluation report to understand both the geotechnical and environmental aspects of the site and how they may impact one another. Make proposals on the bid forms supplied in the Project Manual. No oral, telegraphic or telephonic proposals or modifications will be considered. Submit with each bid, a certified check or acceptable bidder's bond payable to Minnesota Counties Intergovernmental Trust in an amount equal to five percent (5%) of the total bid. The successful bidder will be required to furnish satisfactory Labor and Material Payment Bond, and Performance Bond. Bids may not be withdrawn within thirty (30) days after the scheduled time of opening bids, without the consent of the Owner. The Owner reserves the right to accept any bid or to reject any or all bids, or parts of such bids, and waive informalities or irregularities in bidding. The Owner requires Substantial Completion of the project on or before October 1, 2024.
