The scope of work consists of, but is not limited to, the installation of 6,467 LF of 8 inch water main, 226 LF of 6 inch water main, (20) 8 inch gate valves, (16) Fire Hydrant Assemblies with 6" Gate Valves; (147) water service curb stop valve replacements; cast-iron pipe removal; removals of concrete curb and gutter, sidewalk, driveways, valley gutters, and bituminous pavement; new concrete curb and gutter, sidewalk, driveways, ADA ramps, pigmented imprinted concrete, bituminous pavement; storm sewer catch basin and pipe replacement; street signage; seed bed preparation and seeding with hydro-mulch; erosion control; traffic control; temporary water service; mobilization, incidental items, and all other work as fully depicted in the drawings and project manual. Completion Date: Oct. 3, 2025 Each bid must be accompanied by a Bidder's Bond with Acknowledgement or Surety, Acknowledgement of Principal, and Power of Attorney in an amount not less than 5% of the full amount of the bid made payable to the order of or for the benefit of the City of Minot, North Dakota. The bid bond shall be executed by the bidder as principal and by a surety company authorized to do business in the State of North Dakota, conditioned that if the principal's Bid be accepted and the contract awarded to the principal, within ten (10) days after Notice of Award, the Principal shall execute a contract in accordance with the terms of the bid and contractor's performance and payment bonds as required by law and the regulations and determinations of the City of Minot. If the City of Minot elects to award a contract to the lowest responsible bidder, and the lowest responsible bidder does not execute a contract within ten (10) days, the bidder's bond will be forfeited to the City of Minot, and the City of Minot may award the project to the next lowest responsible bidder. Bidders on this work will be required to comply with Title 40 CFR Part 33- Participation by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. To demonstrate a good faith effort to comply, bidders must include the MBE/WBE subcontractor solicitation form in the bid package. Any lead service line replacements conducted under this project must replace the entire lead service line, not just a portion, unless a portion has already been replaced or is concurrently being replaced with another funding source. Bidders on this work will be required to comply with American Iron and Steel requirements of the Consolidated Appropriations Act, 2014.
