The Sonoma County Probation Department and Sheriff's Office seek a firm to provide the following electronic monitoring (EM) services to 300 or more justice system-involved individuals per month: o Body-worn GPS tracking devices, o Devices to determine the presence or absence of individuals at particular locations, o Alcohol detection devices (preferably both transdermal and breath), o Applications that leverage smartphone technologies to perform biometric check-ins and determine locations, o A robust web-based case management and reporting platform, o On-site office hours for installations, removals, and technical support, and o For the Sheriff's Office only, perform in-home inspections, respond to violations, and perform drug tests. The Sonoma County Probation Department (Probation) and Sheriffs Office (Sheriff) provide electronic monitoring services to a variety of individuals, including probationers, defendants on pretrial release, and incarcerated individuals who may serve a portion of their sentences outside of the County jail. Additionally, Probation offers an electronic confinement program to supervised juvenile justice involved youth in lieu of confinement in the juvenile correctional facility. In addition to the benefit of reducing correctional facility populations, this program also provides the Court with sentencing options to assist youth with transition into the community Services include home and field monitoring devices using cellular and global positioning system technology such as wrist bracelets, ankle bracelets, alcohol testing devices, and applications that allow monitoring via cellphone. A robust web-based monitoring and reporting system is also essential. Begin providing service on July 1, 2024.
