Reference Number 0000346393 The Boulder County Parks and Open Space Department (BCPOS) is seeking bids from qualified and experienced construction contractors for the construction of a retaining structure that will be used to support the trail edge that is sloughing into Boulder Creek. The project site is located at 40000 Boulder Canyon Drive, Boulder, CO 80302. These services are required in order to return the trail to eight (8) feet wide and solve a safety concern. Engineering design has been completed by JVA Inc (JVA). Construction will be required to follow the stamped drawings. A representative from JVA will periodically be on site for construction oversite. A floodplain development permit has been received, as the project is located in the floodway. All work is required to be completed during the 2024 calendar year. The construction contractors will be required to follow these plans that consist of steel I-beams bolted to bedrock, with wooden planks in between. The contractor will also be required to backfill the retaining wall with stone shown in the engineered drawings and add Gray Breeze crusher fines to reconstruct the trail surface, returning the trail width to eight (8) feet. A Floodplain Development Permit has been received, along with a permit for staging in the floodplain. The contractor will be required to obtain a Building Permit from Boulder County, a Special Use Permit from the Colorado Department of Transportation (CDOT), and an Access Permit from CDOT. Construction will begin on, or after October 1, 2024, and will be completed within twenty-one (21) calendar days from start of construction. The contractor will close the trail during construction. This will occur only between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday. Any damage to the trail, or utilities will be repaired by the contractor to pre-construction conditions. Buyer Preferences, Guidelines & Requirements General Requirements - Insurance Required MANDATORY PRE-BID MEETING: The meeting will last approximately one(1) hour and will require fifteen (15) minutes of walking, each direction. A retaining structure is needed on the Boulder Canyon Trail. The edge of the trail is eroding away into Boulder Creek. Since the site is open to public access, this causes a safety concern for trail usersfalling into Boulder Creek. It also allows contamination of soil and crusher fines to enter the creek. 1. The retaining structure must allow the trail width to return to eight (8) feet wide and include a shoulder of two (2) feet in between the trail edge and retaining structure. 2. The wall will be constructed using steel I-beams and wooden planks that are anchored into bedrock on the bank of Boulder Creek. 3. The engineering firm JVA has provided stamped drawings of the retaining wall and required materials. a. BCPOS and JVA have acquired a Floodplain Development Permit and submitted the required documents for staging materials and equipment in the floodplain. These documents must be followed to comply with Boulder County Land Use. b. See Attachments B, C, and D. Also shown in the drawings is an underground utility pipe. 4. If the pipe is damaged during construction, it will be the contractor'sresponsibility to have the pipe repaired. 5. Damage to the trail will also need to be returned to pre-construction conditions. 6. The trail must remain open to the public outside of the designated work days and hours. a. Work done while on the trail will require the trail to close. This cannot occur before 9:00 a.m. b. The work site must be cleared, and the trail re-opened by 4:00 p.m. each day. c. There will be no work on Saturdays or Sundays unless approved, in writing, to do so. 7. Construction may begin on, or after October 1, 2024. 8. The Project site offers the following amenities to contractors; a. Parking near the work site is limited to the area designated for Staging in the Floodplain as shown in Attachment D. i. Additional parking is allowed in the public parking lot near the intersection of Boulder Canyon Drive and Fourmile Canyon Drive. b. Portable restrooms are also located near this parking lot. c. Access to water and electricity is NOT available.
