CANSOFCOM is a high- readiness organization, able to deploy special operations forces on short notice to protect Canadians from threats at home and abroad. The mandate and size of CANSOFCOM and its subordinate units has grown significantly over the years, and while projects have been completed at DHTC to support growth in personnel as well as new equipment and capabilities, the infrastructure at the site is undersized, in varying states of disrepair or is no longer suited to the current use. The project site is divided legally into three parcels which are located east of Dwyer Hill Road and separated by Franktown Road. The two north parcels have an approximate area of 46 hectares, while the south parcel is primarily undeveloped and consists of approximately 37 hectares. Site Area: approximately 120 acres bordered by Copeland to Franktown There are approximately 200 known conflicts involving existing and new buried services. Access and egress for the project's duration and for all work within the boundary outlined in Appendix F will be restricted to one entrance on Copeland Road. No exceptions and no allowances will be entertained. Approximately 90% of this scope of work is conducted within an occupied Canadian Armed Forces base with exceedingly strict rules of engagement and operating procedures. Equipment is expected to remain on site except for trucking fill material (i.e. granular, sand, etc.) All work within the operation zone will be conducted under full time supervision and escorted by the Canadian Armed Forces base security guards (note: guard force supplied by others.) Hours of operation are between 6am to 6pm Monday to Friday only (No exceptions.) All the work within the operation zone will be conducted in 25 established 300-foot-long blocks of work which will occur one block at a time as per the logistics plan (Appendix f.) Bonding capacity is $40,000,000. The work will begin upon contract award and will be executed within the Construction Manager's overall construction schedule. The scheduled duration for this work will be confirmed in the second stage of tendering. The work is anticipated to start in late summer 2024 with an assessed duration of 3.5 years.
