The White Mountain Apache Tribe seeks a qualification-based selection of a professional to prepare an advertisement for Early Contractor Involvement (ECI) in the design and construction of Miner Flat Dam, a 160-foot high roller-compacted concrete (RCC) dam on the North Fork of the White River on the Fort Apache Indian Reservation, Arizona. The project involves subsurface foundation treatments to varying depths of 200 to 350 feet over 2,000 feet of abutments, including secant wall construction and grouting. A concrete membrane will be constructed above ground to prevent reservoir seepage, including a filter and drain system on the downstream side of the concrete membrane. The foregoing features account for 80% of the construction costs of the project (significant part of $1 billion). The RCC dam spans a canyon over about 400 feet that includes a conventional spillway and outlet works. The engineer of record (EOR) will conclude 30% design of the project at the end of August 2024. The Tribe seeks the services of a qualified professional to prepare an advertisement for ECI on a schedule and budget that is considered reasonable by the selected professional and the Tribe. The advertisement must meet all federal procurement regulations, including open competition. The advertisement must provide for ECI at the close of 30% design, to the extent practical, and during final design. Subject to the provisions in the advertisement, the ECI contractor will serve as a principal construction contractor during the building of the project. Professionals seeking to participate in the project shall express interest by email notice to the following addresses no later than March 29, 2024.
