https://richmondstandard.com/richmond/2024/11/01/another-toll-hike-proposed-for-bay-area-bridges/ The Bay Area Toll Authority (BATA) is considering a proposed toll increase of $2.50 that would be phased in over five years, starting off with a 50 cent increase on Jan. 1, 2026. The proposed hike would exclusively pay for the maintenance, rehabilitation and operation of the Bay Bridge and the Antioch, Benicia-Martinez, Carquinez, Dumbarton, Richmond-San Rafael and San Mateo-Hayward bridges, according to the Metropolitan Transportation Commission (MTC). It includes a tiered rate structure aimed at encouraging more customers to pay electronically with FasTrak. The proposed toll hike is separate from the $3 increase approved by Bay Area voters in 2018 through Regional Measure 3 to finance highway and transit improvements around the region. That hike will bring the cost of crossing local bridges to $8 using FasTrak. The public has an opportunity to weigh in on the proposed toll increase during a comment period that begins Monday, Nov.4, and continues through 5 p.m. on Tuesday, Dec. 3. Comments may be sent via email to info@bayareametro.gov. BATA and MTC also will host a public webinar on Wednesday, Nov. 13, from 6:30 p.m. to 8 p.m. to present more details. A public hearing will be held at 9:35 a.m. on Wednesday, Nov. 20, in San Francisco to hear testimony about the proposal from Bay Area residents, businesses and other interested parties. _______________________________________________________________________________________________ The Bay Area Toll Authority (BATA) invites your firm to submit a proposal for the Design, Installation, Commissioning, Operation and Maintenance of a new toll collection system at the seven State-owned Toll Bridges in the San Francisco Bay Area. The project will convert toll collection operations from All Electronic Toll (AET) collection at toll plazas to Open Road Tolling (ORT). The Project proposes to design, install, and operate a new toll system to support cashless tolling at highway speeds, also known as ORT. The expected benefits of ORT include increased safety, more efficient tolling, decreased vehicle delay, and lower vehicle emissions. The Scope of Work for this Project includes design, development, procurement, furnishing, fabrication, testing, installation, commissioning, operations, and maintenance of a complete and fully functioning system (TOLL COLLECTION SYSTEM). The Project includes providing a complete, functioning electronic toll collection system that includes all necessary hardware, software, interfaces, electrical, and communications equipment, works in conjunction with the RCSC, and uses various technologies to facilitate toll collection. Questions Due Date: Oct 10th 2024, 4:00 PM PDT Deadline to submit Questions via online portal. Technical Requirements CHS in Cloud Two independent vehicle classification systems (AVC) changed to redundant sensors One in-pavement vehicle identification sensor required KPIs updated Civil Assumptions Antioch location of gantry moved to base of the bridge where there is a single lane. FasTrak Flex switch tag position will assign toll based on use case. Benicia-Martinez will be on a gantry upstream. No re-use of canopy. Richmond-San Rafael will be converted to ORT under the current TSI. The demolition of the toll plaza and conversion of a general purpose lane to HOV will have been already completed prior to this Projects implementation. This Project will convert ORT operations from the legacy gantry to a new gantry. Schedule Order of Bridge Go Lives changed Go Live milestones have changed The Bay Area Toll Authority (BATA) plans to solicit Requests for Proposals (RFP) for the design, development, implementation, operations and maintenance of a Toll Collection System as part of the program to convert seven (7) toll bridges in the San Francisco-Oakland Bay Area to Open Road Tolling. The scope of services consists of furnishing all labor, equipment, tools, transportation, machinery, supplies, materials, safety equipment, services, and incidentals to provide a complete Toll Collection System as well as Toll Operations Services and Maintenance Services under a single contract for an initial eight (8) year period with multiple options to extend.
