Purpose of this Solicitation The Utah Department of Transportation, Procurement Services has issued this RFSQ to obtain Statements of Qualifications from companies interested in providing the installation, refreshing, and removal of Durable Pavement Markings on UDOTs interstates and highways. The qualified Vendors will provide additional support to UDOT Maintenance crews. Pavement markings consist of thermoplastic, epoxy, waterborne paint, and preformed tapes. The State retains the right to reopen the solicitation to allow additional vendors to submit responses at any time, but no longer than every 12 months, during the term of this open-ended approved vendor list. The RFSQ can be reopened for any reason the State deems appropriate. This solicitation will result in an Approved Vendor List anticipated to last until 06/30/2028. This solicitation allows the opportunity for New Providers to be added to the existing Approved Vendor List. This solicitation also allows existing providers on the Approved Vendor List (AVL) to submit their required annual re-certification. This solicitation is for Stage 1- Qualification. Pricing will be requested in a subsequent stag Electronic proposals may require uploading of electronic attachments. The online bidding system will accept a wide variety of document types as attachments. However, the State isunable to view certain documents. Therefore, DO NOT submit documents that are embedded (zip files) or encrypted. All documents/files must be uploaded in the bidding system as separate files. All proposals shall remain valid for a minimum of 120 calendar days after the Proposal Due Date to allow adequate time for evaluation. All Scope of Work Requirements MUST be demonstrably met by an Offeror in order for their response to be considered. Any breach of requirements once the Contract has been awarded constitutes breach of Contract by the vendor and the Contract may be terminated immediately. The Scope of Work is subject to change based on the awarded contract(s). Vendors choosing to propose will have a minimum of five (5) calendar days after site visit to submit cost proposals. Unless otherwise stated in Attachment C- Durable Measurement and Payment. COMPLETION/WALKTHROUGH Notify UDOT upon completion. The UDOT will inspect the project and provide the Contractor with a punch list within four (4) calendar days of notice of completion. Complete all punch list items within ten (10) calendar days. Provide a Payment and Performance Bond, within five (5) calendar days. Notice to Proceed will not be provided until the Payment and Performance bond have been received for each Work Order. If a Payment and Performance bond is not required, the Contractor will be notified in advance.
