During a special-called meeting earlier this week, the Sullivan County Board of Education approved a motion to accept a bid from Baker Construction Services to build a new access road at West Ridge High School. The road would connect the school to nearby Henry Harr Road. The company submitted a price of $2.5 million In addition, if more than 5,700 cubic yards of rock is removed, the company will charge the school system an additional $85 per cubic yard. As a result, the system sent a resolution to the commission to approve the project, which could cost up to $4 million and includes construction contingencies estimated by A. Morton Thomas and Associates Inc. Commissioners unanimously approved the project, which is expected to be completed this fall. The commission also unanimously approved an appropriation of up to $850,000 on a project that would add four classrooms to Sullivan East Middle School. The funds would supplement money from a Innovative School Model Grant. The classes would be used to enhance the school’s career and technical education programs. The county previously received a bid of $1.3 million for the project. The remaining costs will be covered by the grant. Commissioners also approved a motion from the school system to spend $250,000 on lighting at the football field at Sullivan East High School. After the board approved a similar project in March for lighting at the school’s softball field, officials learned there were also issues at the football field. The commission also approved a resolution to spend up to $300,000 to purchase and replace the boiler for Miller Perry Elementary School. The money would come from the system’s undesignated fund balance. Commissioner David Akard, who chairs the county’s budget committee, questioned why the school system has made several requests in recent months to spend money on capital improvement projects, especially as the county begins budget discussions. Commissioner Mark Ireson said the system has about $25 million in its fund balance to spend on projects. He added that the system is working on necessary improvement projects, including projects that have been needed for several years. The commission unanimously approved each of the school projects. Three members were absent. --------------------------------------------------------------------------------- Project: Secondary Access Road to West Ridge High School A bid bond or certified check in an amount equal to five percent (5%) of the total of the bid is required. Certified checks should be made payable to Sullivan County Trustee. Certified checks will be deposited and refunded within five (5) days after bid opening except for the two (2) lowest bidders. The remaining bid bonds or refund checks will be returned promptly after the Owner and accepted bidder have executed the contract. The successful bidder will be required to execute acceptable Performance and Payment Bonds in an amount equal to one hundred (100%) percent of the contract price. All questions must be submitted no later than April 3, 2024, by the close of business. Questions will be answered in an addendum that will be issued no later than April 5, 2024. All questions regarding this project need to be submitted in writing via email to the Engineer, Don Rissmeyer at drissmeyer@amtengineering.com. The Owner reserves the right to reject any or all bids, to waive any informality or irregularity in the bid received and to accept or reject any and all items of any bid. No Bidder may modify, withdraw, or cancel a bid within sixty (60) calendar days after the actual date of the opening thereof.
