Project Description: Question Deadline 04/25/2024 at 4:00 PM PT The purpose of this Invitation to Bid is to solicit bids from interested and qualified Vendors to provide disaster debris removal and disposal services for the City of Seattle ("City") following a significant debris generating event. It is the intent of the City to enter into a services contract with a disaster debris hauling firm for disaster debris removal and disposal services. The term "disaster debris hauler," as defined by FEMA 325, Debris Management Guide, is a third party who may augment City resources to assist in the removal of disaster generated debris if the magnitude of the disaster is beyond the capabilities of its force account resources, state resources, mutual aid agreements, volunteer labor and equipment. These possible contracted services include: o Collection, including clearance during response o Reduction or Recycling o Hazardous waste handling, processing, and disposal o Hauling to final disposition o Temporary Debris Storage and Reduction Sites (TDSRS) activities o Demolition All debris management related activities will be coordinated through the Seattle Public Utilities (SPU) - Solid Waste Division. A representative from the SPU Solid Waste Division acts as the Debris Manager (DM) during activation following a debris generating event. A representative from Emergency Management Division will act as the Deputy Debris Manager (DDM) during activation following a debris generating event.
