Separate sealed Bids for the construction of: 1. The project is located in Dare County, NC located approximately 2.2 miles south of the entrance to the Stumpy Point, NC community. The Stumpy Point Disposal Area is an approximate 73-acre confined disposal facility (CDF) having dimensions approximately 1,200 ft. long by 2,800 ft. wide that is currently used by the United States Army Corps of Engineers (USACE) for storing mixed and fine-grained sediments. The Stumpy Point CDF has historically been used for the placement of dredged material from the Stumpy Point Navigation Channel and Basin. A topographic survey conducted in May 2023 indicated that the elevation of the existing dike that encircles the outer perimeter of the CDF varies approximately between +8 ft. and +10 ft. NAVD88. The CDF is located on property within the Alligator River National Wildlife Refuge (ARNWR) and is owned and managed by the U.S. Fish and Wildlife Service (USFWS) and used by the USACE to contain dredged material. 2. The work is generally described as a disposal area improvement project that involves raising the elevation of the existing dike embankment that surrounds the CDF to +12 ft NAVD88, modifying the existing spillway structure, and replacing the timber walkway that connects the spillway structure to the dike. Approximately 38,800 cy of material within the CDF has been estimated to be needed for constructing the new dike embankment based on the May 2023 survey. To do so, temporary silt fence shall be installed around the outer perimeter of the project area and the footprint of the new dike will be cleared and grubbed. Material will be excavated within the proposed borrow area within the disposal area and will be transported to the outer perimeter where it will be placed upon the existing dike and graded to meet the design configuration. The design configuration of the dike embankment includes a 10 ft wide crest with 1V:3H side slopes. A virtual option will be provided for representatives of BIDDERS who wish to attend the pre-Bid conference virtually.
