licensed plumbers/contractors who are interested in performing sewer service line replacement work for the Clean Start Sewer Program. The objective of this program is to repair or replace deteriorated, broken, or disconnected sewer service lines in Priority Areas designated by the EPA for the purpose of improving the over all sewer treatment system by reducing the inflow and infiltration stormwater. This program will focus on repairing or replacing the sewer service lines from the house to the city's sewer tap, with work taking place on both public and private property. All construction costs normally associated with replacing the private portion of the sewerservice line will be included in the program. Typical costs might include the cost of excavation, materials, labor, backfill, and minor restoration. Non-typical costs at a property may be allowed pending review and approval by the City. A non-typical cost might include the cost of rerouting the private portion of the sewerservice line to a more acceptable location within a structure when it results in an overall cost saving . RFQ packages MUST be submitted in a SEALED envelope and clearly marked on the exterior of the package: CLEAN START SEWER PROGRAM RFQ. Each package submitted must have the respondent's name and mailing address marked plainly on the outside of the envelope/container. Each package shall consist of one (1) original paper submittal, one (1) copy submittal, and one (1) USB flash drive containing one (1) Color PDF of the original documents of the RFQ package which shall include all required documents and any supplemental information.
