Railroad Track & Right-of-Way Maintenance The Columbia Terminal Railroad is a 21.4 mile short line railroad owned and operated by the City of Columbia Utilities Department. The railroad runs from Columbia, MO to an interchange with the Norfolk Southern Railroad in Centralia, MO. The railroad operates an average of three round-trips per week to Centralia from Columbia and handles about one thousand carloads per year. Some switching movements also occur between trips to Centralia. Track speeds are generally 25 mph except for short segments in Columbia and Centralia where the top speed is 10 mph. Train operations are usually conducted Monday through Friday from 7:00 a.m. to 4:00 p.m. The mileposts (MPs) run from north to south. A map of the railroad is included in this RFP as Attachment 1. CONTRACT PERIOD: Effective Date of Contract through One (1) Year Although an attempt has been made to provide accurate and up-to-date information, the City of Columbia, Missouri does not warrant or represent that the background information provided herein reflects all relationships or existing conditions related to this Request for Proposal All questions concerning the solicitation and specifications shall be submitted in writing via e-mail to the name below. An Addendum to this RFP providing the City of Columbia's official response will be issued if necessary to all known prospective offerors. Questions must be submitted no later than 5:00 p.m. on 4/4/2024. Offerors agree that proposals will remain firm for a period of ninety (90) calendar days after the date specified for the return of proposals. The City of Columbia reserves the right to reject any or all proposals received in response to this RFP, or to cancel the RFP if it is in the best interest of the City of Columbia to do so. Failure to furnish all information requested in this RFP may disqualify the proposal. Any exceptions to the requirements specified must be identified in the proposal The contractor on a public improvement project costing more than fifty thousand dollars ($50,000.00) shall provide to the City, a Performance Bond and a Labor and Material Payment Bond, with corporate surety, satisfactory to the purchase agent, each in an amount not less than the contract price. Contractor shall furnish a Performance Bond and a Labor and Material Payment Bond, each for one hundred percent (100%) of the contract price, guaranteeing faithful compliance with all requirements of the contract documents and complete fulfillment of the contract, including payment of all labor, material, and other bills made in carrying out this contract. The Surety Company issuing the bonds shall be authorized to conduct business in the State of Missouri, and carry a rating of A-6 or better as listed in the A.M. Best or equivalent rating guide. The original contract period shall be as stated in the agreement/contract or notice of award. The contract shall not bind, nor purport to bind, the city for any contractual commitment in excess of the original contract period. The Purchasing Division shall have the right, at its sole option, to renew the contract for four (4) additional one-year periods, or any portion thereof. In the event the Purchasing Division exercises such right, all terms and conditions, requirements and specifications of the contract shall remain the same and apply during the renewal period, pursuant to applicable option clauses of the agreement/contract. Any offeror may withdraw his or her proposal at any time prior to the scheduled closing time for the receipt of proposals. However, no proposal will be withdrawn for a period of ninety (90) calendar days after the scheduled closing time for the receipt of proposals.
