The contract shall be awarded to the responsible and responsive proposer submitting the most advantageous proposal response, taking into consideration all evaluation criteria as well as price. The contract will be awarded within ninety (90) days after the proposal opening. The time for award may be extended for up to 45 additional days by mutual agreement between the City and the most highly advantageous and responsible offeror. The City reserves the right to not include in the award the scope of work under Section 1.6.
General Awarded Contractor shall provide services as set forth in this RFP and more particularly described in this Section 1. The City currently has (1) a flow monitor installation at the SOM-001A combined sewer overflow (CSO) outfall and (2) a rain gauge installation at the DPW yard. These installations are owned and maintained by an existing Contractor, whose contract is expiring in 2024. Under this RFP, the awarded Contractor shall install a flow metering system at SOM-001A and a rain gauge at the DPW yard. Flow monitoring equipment, web-based data, and all other related appurtenances shall be installed and operational within 30 calendar days following the issuance of the Notice to Proceed. The equipment shall be owned and maintained by the Contractor. The service contract will generally include but not be limited to: Installation of level monitors, flow monitors, and rain gauges Maintain a remote monitoring system with communications via wireless carriers. All maintenance and equipment necessary to maintain the network and guarantee at least a 95% uptime of reliable data. Web-based data management system for alarming and web hosting of near real time and historic data. Real time email and text alerts for CSO activations at SOM-001A. Review of flow monitoring data for quality assurance. Monthly flow monitoring report updates. Monitors will push data to a Web-based data management system hourly so the City can utilize API to pull data and integrate with other City software.
