WRF Secondary Aeration System Improvements (RFP). The City is seeking a qualified consultant to provide detailed design services for the Secondary Aeration System Improvements project. The following outline is intended to provide a consistent understanding of items that should be included in the consultant's scope of work. If the proposer recommends additional scope items, please note them as a separate line item in the proposal. The work will consist of engineering services to support the design of upgrades to the secondary aeration system at the Water Reclamation Facility. The City's Water Reclamation Facility (WRF) was built in the mid-1950's and has had various improvements constructed over the last several decades. In 1970, a new a secondary aeration system was constructed. The initial construction included three (3) aeration tanks with four passes. Approximately 20 years later, a fourth tank was added to secondary aeration system. This expansion provided a total of four (4) tanks. The City of Middletown is soliciting proposals for engineering services to support the design of upgrades to the secondary aeration system at the Water Reclamation Facility. The City will select a qualified consultant based on firm qualifications, experience with similar projects, and cost proposals.
