Site work and paving for a civil project in Hazel Green, Alabama. Completed plans call for site work for a water / sewer project; bridge / tunnel; road / highway; and for paving for a road / highway.
SUMMARY. Madison County is seeking to replace approximately 18,000 feet of asbestos-cement water main with ductile iron pipe in the Hazel Green area. The Contractor will be responsible for the installation of new main in accordance with the technical specifications. (a) Scope of Services The Contractor shall: Install temporary erosion control devices; Install approximately 18,000 linear feet of new 8-inch Ductile Iron water main by open cut, including hydrants and valve assemblies, as shown on the Construction Drawings; Install approximately 150ft of HDPE main by directional bore, as shown on the Construction Drawings. Perform bores and open cuts for new main as shown on Construction Drawings; Pressure test and disinfect the new main and services; Relocate existing services to the new water main; Connect the new main to the existing mains; Repair driveways, culverts, and roadways to original condition or better; Abandon existing mains and remove old hydrants and valve boxes; Maintain appropriate erosion control as found in CBMPP; Landscape yards and right-of way to original condition or better; Remove temporary devices (sample taps, blow-offs, erosion control devices) from the site. The existing water line shall remain in service during construction, and work shall be performed to avoid any damage and service disruption to the existing main. The existing main will remain live until the new main and services have been successfully tested, and the new main is ready to connect to the existing main. Construction may be performed in phases. All work must be coordinated with Madison County. The work shall be performed according to the conditions, technical specification and drawings provided in this bid package. The Madison County Commission reserves the right to award this bid on an all-or-none or item by item basis, to refuse all bids, and to waive technicalities. Deadline for questions is April 8, 2024, at 3:00 PM. Questions should be directed, in writing, to Vince Moody at: vmoody@madisoncountyal.gov and Jennie Weatherly at jweatherly@madisoncountyal.gov Vendor Name, bid number, General Contractor License Number and opening date must show on envelope. Each numbered bid must be in a separate envelope. All documents submitted to Madison County will be subject to Alabama's Open Records Laws (Code of Alabama, Title 36-12-40 and 41, as last amended). Due to the provisions of the Open Records Laws and the Competitive Bid Laws, the Madison County Commission cannot assure any Bidder that any information submitted with the bid, even though marked "Proprietary" will not be open to public inspection and copying. The Bid Documents consist of the Advertisement for Bids, these Instructions to Bidders, any modifications of or supplements to these Instructions to Bidders, the Bid Form and the proposed Contract Documents. Bid Guaranty. (i) The Bid Form must be accompanied by a cashier's check, drawn on an Alabama bank, or a Bid Bond, executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama, payable to Madison County. (ii) If a Bid Bond is provided in lieu of a cashier's check, the bond shall be on a standard form. (iii) The amount of the cashier's check or Bid Bond shall not be less than five percent (5%) of the contractor's bid but is not required to be in an amount more than Ten Thousand Dollars ($10,000). Upon signing and returning the Construction Contract to the Owner for final approval and execution, the Contractor shall, at the Contractor's expense, furnish to the Owner a Performance Bond and a Payment Bond, each in a penal sum equal to 100% of the Contract Sum. Each bond shall be on the form contained in the Bid Package, shall be executed by a surety company (Surety) acceptable to the Owner and duly authorized and qualified to make such bonds in the State of Alabama in the required amounts, shall be countersigned by an authorized, Alabama resident agent of the Surety who is qualified to execute such instruments, and shall have attached thereto a power of attorney of the signing official. The provisions of this Section are not applicable to this Contract if the Contract Sum is less than $50,000, unless bonds are required for this Contract in the Supplemental General Conditions. The Contractor shall perform the Work in one-hundred twenty (120) calendar days. The period of performance shall begin with the date on the Notice to Proceed. The period of performance includes ten (10) days for Madison County to perform the bacteriological testing after the main is installed, pressure tested and disinfected. Installation of new meters (if required) and transfer of a customers to new water lines cannot begin until successful completion of the bacteriological testing. After the bids are opened and read publicly, the bid prices will be compared and the results of this comparison will be available to the public. Until the final award of the contract, however, Madison County shall have the right to reject any or all bids, and it shall have the right to waive technical errors and irregularities if, in its judgment, the bidder will not have obtained a competitive advantage and the best interests of Madison County, Alabama will be promoted.
