Project Description The Project area can be identified as certain parcels of the Flandreau Santee Sioux Tribe's Reservation located within Section 10, Township 107 North, Range 48 West of the 5th Prime Meridian, Moody County, South Dakota that can be later identified as having adequate space, elevation, and water table levels to promote the development of safe residential home sites. The preferred layout/design for the Project is roughly translated in the attached map labeled as "Flandreau Santee Sioux Tribe Surveying Solicitation Map of Section 10." The Tribe's goal is maximize this designated Project area for residential purposes, but also preserving the existing home sites, commercial leases and as much agricultural land as possible Any questions regarding this Project may be directed to Seth Pearman, Attorney General, at (605) 573-4206 or by email at seth.pearman@fsst-nsn.gov Scope of Work The awarded Consultant will provide a full range of planning, surveying, and mapping services necessary to create a master plan for Section 10. The scope of work includes but may not be specifically limited to: 1. Planning Area Identification & Background Analysis. The awarded Consultant will be expected to finalize the area boundary for the Project with the Tribe's leadership, and further identify existing natural resources, infrastructure, issues, and opportunities within the project area. While the Tribe has a rough estimation for the project area as indicated on the attached Solicitation Map of Section 10, this will undoubtedly assist the Tribe in ensuring the total project area will be sufficient for its future needs. 2. Surveying Services. The awarded Consultant will be expected to obtain all required aerial photography and topographical mapping necessary to complete the master plan. The awarded Consultant will further be responsible for conducting all necessary field surveys, including but not limited to topographical and property surveys. All survey tasks shall be performed under the supervision of a Registered Professional Surveyor licensed under the laws of South Dakota and shall be consistent with the State's minimum standards and in compliance with all applicable and/or relevant laws and regulations governing the practice of Land Surveyors within the State's and Tribe's jurisdiction. 3. Environmental Clearances & Documentation. The awarded Consultant may be required to prepare environmental clearance documentation. While a Categorical Exclusion is assumed, modifications to the contract will be made if the environmental document is elevated to an EA or EIS. 4. Master Plan for Residential Development & Surrounding Land Use Plan for the Project Arca. 5. Design/Engineering Services Necessary for Utilities, Roads, Right of Ways, Sidewalks, and Other Necessary Elements. 6. Community Involvement If Necessary. The awarded Consultant may be required to coordinate with the Tribe on time and location to conduct a public involvement meeting for feedback on the Master Plan before finalization. If such meeting is requested by the Tribe, the awarded Consultant will be expected to prepare and submit notice of public involvement meeting to the Tribe for review and approval, including placement of the approved notice in a local newspaper in accordance with Tribal polices and requirements. The awarded Consultant will further be required to prepare public involvement displays and handouts for review at the meeting, and conduct the meeting while assisting the Tribe responding to questions and explaining concepts of the project. 7. Implementation Plan and Projected Costs for Infrastructure Development.
