The City will either return the unopened response to the respondent at the respondent's expense or dispose of the response. The City has established the award basis for this solicitation as the vendor providing the lowest responsible bid for consideration. Lowest responsible bidder can be defined as the bidder who fully complied with all of the bid requirements and whose past performance, reputation, and financial capability is deemed acceptable, and who has offered the most advantageous pricing or cost benefit, based on the criteria stipulated in the bid documents and as determined in the scoring matrix below.
