As of September 30, 2025, an engineer has been selected for the project. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: The City of Watertown (hereinafter referred to as "the City") owns, operates, and maintains a hydroelectric facility on the Black River in the City. The plant consists of three (3) Westinghouse generators powered by Francis wheels and associated controls. The Marble Street Hydroelectric Plant consists of three generator turbines and numerous supporting components. It is a source of electric power and significant revenue for the city. The Programmable Logic Controllers, or PLCs, are specialized computers that operate the turbines, sensors, and other components. These PLCs were installed as part of the last major upgrade, more than twenty years ago, and have long since passed their manufacturer end-of-life. Which is around twenty years. Replacement parts are no longer manufactured and are becoming increasingly difficult to procure. A project is proposed to replace all PLCs with modern hardware and programming, to ensure the long-term viability of the facility. This document outlines the scope of work needed for this project. The term of this Agreement shall be for the duration of the project. The project will begin when the engineering firm starts the design of the new Headwater Level PLC Control System. The project will be finished when the bid package is accepted by the City of Watertown. All remittance payments will not be paid to the engineering firm or the manufacturing company, until the bid package is accepted by the City of Watertown. The City reserves the right to request additional information as deemed necessary for proper evaluation of responses.
