Award of Contract 29th day of May, 2024 The 2024 STREET RESURFACING PROJECT to be constructed consists of resurfacing and minor asphalt work in a few scattered locations within the City of Calabasas. The project to be constructed consists of the CONTRACTOR furnishing all materials, equipment, tools, labor, and incidentals as required by the plans, specifications, and contract documents for the cold-planing, reconstruction or repair of city streets and segments in the City of Calabasas. The work includes but not be limited to - saw-cutting; excavation, removal and disposal of the AC roadway section; cold-planing and disposal of AC pavement; replacement and compaction of subsurface material; setup and maintenance of temporary traffic control system; placement of crushed miscellaneous base and AC (if necessary) and, replacement of traffic striping and markings; and cleanup of the project area; and dig-out, sealing of cracked areas, and fog sealing. The project areas could border residential homes; therefore, it is critical that noise and dust should be kept at a minimum during construction. Traffic control should be set up to allow for complete access to the offsite residents and businesses. The 2024 STREET RESURFACING PROJECT to be constructed consists of the following streets: o N Las Virgenes Road (from 101 Northbound Exit to Parkmor Road) o S Las Virgenes Road (from 101 Southbound Exit to Agoura Road) o Park Capri o Daisy Trail o Clover Trail o Locust Drive o Canyon Drive (from Clover Trail to Aster Trail) o Cold Springs Street and Lost Springs Drive (removal of medians at intersections at Calabasas Hills Road) o Parkville Road (raised crosswalk between Calamine Drive and Grape Arbor Park entrance) In order to bid for the project, the Bid shall be prepared on the approved bid forms provided by the City in conformance with INSTRUCTIONS TO BIDDERS. Bids must be prepared on the approved bid forms in conformance with INSTRUCTIONS TO BIDDERS and submitted in the envelopes provided, sealed and plainly marked on the outside: "sealed Bid For 2024 Street Resurfacing Project Specification No. 23-24-05 Do Not Open With Regular Mail" These envelopes must be postmarked on or before April 16, 2024. The Bid schedule total amount should be the same in the email submittal as it is in the bid packet. Both the email submittal and the mailed in bid packet must be identical; otherwise, they will be disqualified. The bid must be accompanied by a bid guarantee in the amount of 10% of the total bid by 2:05 p.m. On The Date Advertised For The Opening Of Bids. More Specifically, pursuant to Public Contract Code 20170 and 20171, all bids for the project shall be presented, under sealed cover and shall be accompanied by one of the following forms of bidder's security in the amount of ten percent (10%) of the bid: (a) cash; (b) a cashier's check made payable to the City of Calabasas; (c) a certified check made payable to the City of Calabasas; or (d) a bidder's bond executed by an admitted surety insurer, made payable to the City of Calabasas. Such security shall be forfeited should the successful bidder to whom the contract is awarded fails to timely execute the contract and to deliver the necessary bonds and insurance certificates as specified in the contract documents. To the extent applicable, at any time during the term of the Agreement for the proposed project, the successful bidder may, at its own expense, substitute securities equivalent to the amount withheld as retention (or the retained percentage) in accordance with Public Contract Code 22300. Pursuant to California Civil Code 9550, a payment bond is required to be submitted for all projects estimated in excess of $25,000.00. The AGENCY has determined that the proposed project is a public works subject to the provisions of Labor Code 1720 thereby requiring the Contractor to pay the prevailing wage rates for all work performed under the Contract. Accordingly, the proposed project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations. The AGENCY reserves the right to reject any and all bids.
