The City of Converse is soliciting bids for the 2024 CONCRETE TRIPPING HAZARDS. It is the intent of the City of Converse to award a contract for the removal and repair of existing concrete tripping hazards throughout the city on the addresses listed below: Locations: 7550 Copper Kettle, 9455 Copper Mist, 405 Jeanette Dr, 454 Abigail, 514 Olivia, 8819 Sleepy St, 7019 Tranquil Ln, 8515 Coppermine, 8502 Secret Hollow, 7322 Wine Garden, 7622 Gander Park, 8439 Parry Path, 8311 Northhaven Dr, 8439 Jaybrook Dr, 8423 Jaybrook Dr, 8330 Cherry Glade, 103 Ave E, 705 Dana Dr, 636 Jamie Sue, 518 W 5th St, 114 Meadow Lark, 801 Meadow Stone, 804 Meadow Peak, 9819 Twin Saddles, 9838 Meadow Branch, 10134 Trappers Ridge, 10430 Shallow Crossing, 8011/8015 Deadwood Ridge, 10310 Vigilante Trail, 8907 Scenic Creek, 10327 Mustang Ridge General Specs: Sidewalks- Minimum 4" slab thickness, with 3000 psi, #6 gauge wire fabric elevated off base material Compacted base material with minimum 3" depth Using #4 rebar, dowel into existing concrete every 12"-18" Finish with trowel cut at least 1/2 " dept at approximately 4' intervals and leave broom finish Approaches- Minimum 6" slab thickness, with 3000 psi, #4 rebar at 16" on center elevated off base material Compacted base material with minimum 3" depth Using #4 rebar, dowel into existing concrete every 12"-18" Trowel cut at least 1/2 " dept at approximately midpoint of approach and leave broom finish Curb and gutters- Compacted base material with minimum 3" depth Use # 4 rebar to reinforce along entire curb, use #4 rebar to reinforce along entire gutter Expansion/control joints to be placed at 10' increments Trowel cut at least 1/2 " dept at approximately midpoint of approach and leave broom finish Contact Person: Joshua Mair, Public Works Director, at (210)659-9513 or by email at jmair@conversetx.net. All questions related to the requirements or processes of this ITB should be submitted in writing to the Public Works Department Contact jmair@conversetx.net. Questions regarding bids must be addressed to the Public Works Department at jmair@conversetx.net. The subject line must read "ITB #01-2024 Concrete Tripping Hazards". The question deadline will be addressed in Appendix H- Scope of Services. Responses will be answered after the question deadline in the form of an Addendum. No responses will be given to questions submitted after the deadline. Questions submitted outside of the Public Works Department will not be answered. Any communication with a User Department prior to award by the City Council will disqualify a vendor from being considered for award. All bids must be submitted in person or by mail at the addresses in Section 2 above. No bids will be accepted electronically, either by fax or email. Bids submitted electronically will be marked non-responsive. Bids shall be sealed and marked clearly with the bid number and bid name on the outside of the package or envelope. Unidentifiable bids will be unopened and marked as non-responsive. Bids Received Late: Bidders are encouraged to submit their bids as soon as possible. The time and date of receipt, as recorded in the Purchasing Office, shall be the official time of receipt. The City is not responsible for late submission, regardless of the reason. Late Bids will not be considered under any circumstances. Bid Evaluation and Contract Award Process: An award of a contract to provide the goods or services specified herein will be made using competitive sealed Bids in accordance with Chapter 252 of the Texas Local Government Code and with the City's purchasing policy. Bid Documents will be opened publicly. The City will evaluate Bids using the best value method. During the evaluation process, the City may initiate discussions with vendors. Discussions may not be initiated by offerors. These discussions will be limited to issues and topics brought forth by the City. Any attempt by proposer or vendor at deviating from the issues and topics to discuss other issues and topics concerning the Bid brought forth by the City of Converse shall be grounds for disqualification. Vendors shall not contact any City of Converse personnel during the Bid process without express permission from the Public Works Director City has the right to: If only one or no bid is received by "submission date", the City has the right to reject, re-propose, accept and/or extend the ITB by up to an additional two (2) weeks from original submission. The right to extend the time for award beyond the original 90-day period, if agreed upon in writing by both parties and if Bid is held firm. The parties agree that, if the Project is not completed within the time specified plus any extensions of time allowed pursuant thereto, the actual damages sustained by the Owner because of any such delay will be uncertain and difficult of ascertainment, and that the reasonable foreseeable value of the use of said project by the Owner would be the sum of $250.00 per calendar day. The Contractor therefore agrees to pay, and the Owner agrees to accept, as liquidated damages and not as a penalty, the sum of $250.00 per calendar pay for each day's delay in fully completing said project beyond the time specified in the Contract and any extensions of such time allowed there under. Bid bonds are required for bids over $25,000.00 in the amount of 5% of the total bid amount. This must be issued by a good and sufficient surety licensed by the State of Texas and satisfactory to the City, or a Cashier's Check. A payment bond in the amount of 100% of the total contract amount insuring the full and prompt payment of all persons performing labor and/or furnishing materials in connection with this Project; A performance bond in the amount of 100% of the total contract amount insuring full, faithful, and prompt performance of the responsibilities contained in this contract within the time parameters provided herein; and A maintenance bond insuring full and prompt maintenance, repair and/or replacement of the goods to be provided by Bidder for a period of two years from date of acceptance by the City. Project duration to final completion: 365 days. Anticipated Committee Evaluation Review Date 4-29-2024 Anticipated Award Date Based on Contractor Availability
