This Request for Qualifications (RFQ) is designed to comply with all applicable rules and regulations - including all Board of Education Policies. Architectural firms wishing to submit for consideration should follow the guidelines established herein. Contact concerning this RFQ should be directed to Scott Lowder, RFQ Facilitator, slowder@wcpss.net . Refrain from contact with other staff concerning this RFQ until the RFQ process has been completed. Projects This RFQ is for design services on multiple projects. The preliminary scopes are as follows: A. Briarcliff ES: Provide complete design services for renovation or replacement of the existing elementary school at 1220 Pond Street, Cary. A comprehensive feasibility study has been completed exploring options to increase the student capacity and improve security measures while retaining as much outdoor area as possible. This school is intended to reopen after construction in Summer of 2028. B. Ligon MS: Provide complete design services for a multi-phase renovation/addition on an existing occupied campus located at 706 E. Lenoir Street, Raleigh. The first phase will be an enhanced super design narrative that will include evaluation of the approximately 130,000 square foot middle school to determine which buildings can be renovated to meet current WCPSS standards and which buildings cannot be reasonably renovated to meet current standards. The second phase of the project will be the balance of design services to implement the approved enhanced design narrative recommendations. Site improvements and evaluation of temporary on campus swing space will be required. This school is intended to be completed in Summer 2029. C. New ES (Wendell area): Provide complete design services for a proposed new elementary school for eastern Wake County in the high growth Wendell area. The design shall be based on the large capacity elementary school program that includes a 716 student capacity with an 800 student core and 64 teaching spaces. This school is intended to open in Summer of 2029. D. East Garner MS: Provide complete design services for a multi-phase renovation/addition on an existing occupied campus located at 6301 Jones Sausage Road, Garner. The first phase will be an enhanced super design narrative that will include evaluation of the approximately 152,923 square foot middle school to determine which buildings can be renovated to meet current WCPSS standards and which buildings cannot be reasonably renovated to meet current standards. The second phase of the project will be the balance of design services to implement the approved enhanced design narrative recommendations. Site improvements and evaluation of temporary on campus swing space will be required. This school is intended to be completed in Summer 2029. E. Heritage HS 6 Classroom Addition: Provide complete design services for the addition of 6 new permanent classrooms to the existing facility located at 1150 Forestville Road, Wake Forest, including any associated renovations. The new classroom space will replace existing mobile classroom units that will be removed as part of this project. Professional Services Required Design consultant will provide turnkey design for the complete school site and all facilities associated with the project including construction administration and closeout. For Phase 1 Enhanced Super Design Narratives, project specific scopes and required deliverables will be provided prior to fee negotiation. Schedule Submit qualifications electronically to Scott Lowder, slowder@wcpss.net , by Noon, Tuesday, April 16, 2024. Architectural firms selected for interview will be notified on Friday, May 10, 2024. Interviews, as needed, will be conducted Tuesday, May 21, 2024 through Thursday, May 23, 2024. Approved selections will be announced after the committee completes their work. Selection Criteria & Format of Proposal The criteria in the Statement of Qualifications form will be used by the selection committee to evaluate your submission. Be sure to designate for which projects your firm is submitting. Please note it is very important that you follow the exact order in the Statement of Qualifications when responding to each item on the form. Provide your submittal electronically. Limit your submittals to no more than 25 pages front and back with a one page executive summary to be included in the 25 pages. Insurance The selected design firm must carry a minimum of $1,000,000 of professional liability insurance for projects valued up to $30,000,000 and $2,000,000 for those greater than $30,000,000. Question Deadline 04/09/2024 at 5:00 PM ET. Questions regarding this RFQ must be submitted via email to Scott Lowder, slowder@wcpss.net . All questions will be answered and posted electronically by the end of the day Wednesday, April 10, 2024. It is the Owner's intention to select Design Consultants for the following: Classroom addition at one existing high school, renovation/replacement of two existing middle schools, one new elementary school, and the renovation/replacement of one existing elementary school within the Wake County Public School System. Design firms wishing to be considered for any of these projects should submit their qualifications electronically, per the instructions on our website, to Scott Lowder, slowder@wcpss.net by NOON, Tuesday, April 16, 2024. It is important that you read the "Instructions" for RFQ 2024-B and complete the "Statement of Qualifications" per those instructions. We encourage you to check this web location frequently to ensure that you are using the latest documents. The method of Contractor Selection has not been Determined at this time.
