General Information 1.1 The Marquette County Land Bank Authority (hereafter "the MCLBA" or "the LBA") is hereby soliciting proposals from qualified vendors for the asbestos abatement of the commercial property, with a mixed-use, located at 208 Silver Street within the City of Negaunee, Marquette County, Michigan. Demolition is also planned for this structure. The demolition has already been bid out and awarded under a separate contract to Associated Constructors. The parcel ID number is 52-53-010-059-00. 1.2 Since the scope of this RFP is for asbestos abatement only, the need for subcontractors is not anticipated. The MCLBA will be contracting separately for a final air clearance post-abatement. However, the abatement contractor is responsible for personal air monitoring during abatement, and this service may be subcontracted. The selected contractor will be responsible for all subcontracted work. Subcontractors must be approved in advance by the MCLBA and provide proof of insurance coverage the same as the General Abatement Contractor. 1.3 The issue date of this proposal is March 20, 2024. 1.4 This Request for Proposal includes the following attachments: site photos, Hazardous Materials Inspection Report, Lakeshore Supplemental Roof Sampling Report, and MCLBA's executed grant agreement with the Michigan State Land Bank Authority (SLBA). 1.5 Modifications to this Request for Proposal, if any, shall take the form of one or more written addenda. Such addenda shall be considered as part of the original Request for Proposal. 1.6 A contract agreement will be executed between the MCLBA and the selected abatement contractor post bid-award. The contract will contain language pertaining to compliance with federal requirements, including but not limited to document retention (through December 31, 2031) and additional requirements if the contract is over $100,000. The MCLBA will review the list of contractors debarred, suspended, or otherwise excluded from receiving federal funds and will not enter into a contract with a vendor on this exclusion list. Scope of Services 3.1 The selected contractor shall be responsible for all elements associated with the safe asbestos abatement of the structure, as described in Sections 4 and 5 below. In general, the scope of services includes but is not limited to: o Issuing notices pursuant to state requirements o Securing any necessary permits and inspections o Asbestos abatement of any ACM associated with the structure and disposal of ACM o Furnishing all project documentation: Notifications, signed asbestos waste manifests and landfill weight tickets, air monitoring data, etc. Time of Work and Completion. The contractor shall commence pre-asbestos abatement work (e.g., submitting notification to the State) within four (4) days following receipt from the MCLBA's Notice to Proceed. The contractor shall commence work activities as soon as feasible following notification waiting periods and complete all work activities within the earlier of forty-five (45) days after commencement and prior to June 21, 2024. The contractor shall not discontinue work for more than five (5) consecutive calendar days without the prior written approval of the MCLBA. The work to be completed pursuant to this Request for Proposal will be scheduled between the hours of 7:00 a.m. and 6:00 p.m., Monday through Saturday.
