Budget The City of Freeport's total estimated project cost for the development of a comprehensive Action Plan to address the transportation safety issues in the City is $500,000. The City will be requesting $400,000 from the Department of Transportation and will be providing $100,000 in matching funds from the City. Anticipated Project Timeline Commence the Project in May 2024 Report on Baseline Analysis in July 2024 Draft Action Plan Anticipated (staff review): March 2025 Completion of the Final Action Plan on May 2025 Presentation and Adoption by City Council on June 2025 Received final invoices by May 2025 (barring a mutually agreed-upon extension of the project schedule). The City of Freeport is currently seeking a consultant who not only meets the standard qualifications for developing the Comprehensive Safety Action Plan, but also demonstrates a proactive attitude, foresight, creativity, and collaborative spirit when it comes to analyzing and proposing strategies and recommendations that ensure a reduction in severe and fatal collisions involving all road users. By ensuring equitable investment in the safety needs of the entire community, the proposed Action Plan activities will prevent fatalities and injuries on the roads. In the past five years, two fatalities have been attributed to transportation in the City of Freeport, according to the Fatality Analysis Reporting System (FARS) data. Four Underserved Census Tracts encompass the municipality of Freeport. These census tracts are alternatively referred to as disadvantaged areas due to the fact that they exceed multiple burden and socioeconomic thresholds. As of the US Census, the poverty rate for the entire City of Freeport is 20.3%, and 55% of its residents have a low to moderate income. Furthermore, the City of Freeport is classified as a rural locality within Stephenson County. To ensure the rural transportation infrastructure in Freeport satisfies the nation's foremost transportation objectives of economic competitiveness and safety, specific obstacles must be taken into account. The provision of this funding to support the creation of an Action Plan will have a significant influence on the agricultural communities surrounding the City of Freeport. The Action Plan will incorporate substantial public participation to generate awareness regarding traffic safety concerns and to develop communications that specifically address the behavioral factors that contribute to observed collisions and injuries. In this vicinity, a multitude of public forums will be organized to address the specific needs of local residents and interested parties. The scope of the Action Plan Project will encompass the entire city, and the identification of priority areas will be achieved through an exhaustive crash analysis and public participation from local townships, Stephenson County, the City, and County Police Departments. Concerns of the City of Freeport, Illinois include the safety of transportation and citywide operations. Despite the fact that the FARS has documented only two fatalities in this region over the past five years, there are substantial safety concerns that must be resolved in order to effect meaningful and effective community transformation.
