The Department of Natural Resources (DNR) or the "Department" is issuing this Request for Proposal (RFP) in order to procure the services defined in this Section 2, as specified in this RFP, from a contract between the successful offeror (s) and the Department of Natural Resources. It is the intent of the Department to seek a offeror (s) to develop a recreational plan as a component of the Maryland Land Preservation and Recreation Plan. The plan development will include public outreach through a statewide recreational survey, technical committee meetings, and regional public workshops. The vendor will provide an inventory of all existing recreational facilities and analyze the input received from public outreach to assess current and future use and needs. The final plan will also include Geographic Information System (GIS) based maps depicting current facilities and trails and proposed needs for local, state, and federal facilities. This planning effort includes the development of a stand-alone Comprehensive Long-Range Strategic Plan for State Parks as required by the Great Maryland Outdoors Act of 2022. This plan will include objectives and strategies for meeting major outdoor recreation goals and is required to be updated every five years to reflect progress toward meeting these goals.
