Site work, paving and outdoor lighting for a mixed-use development in Montclair, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and for outdoor lighting for a road / highway.

**As of May 21, 2024, this project has not yet been awarded. A timeline for award has not yet been established. The work to be completed consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Plans, Specifications, and Contract Documents for the above stated project. The general items of work to be performed hereunder consist of: Removal and replacement of curb, gutter, sidewalk, and drive approaches; tree root removal; removal and replacement of ADA pedestrian curb ramps; cold planing; full pavement reconstruction/regrading; adjustment of water valve covers to grade; adjustment of sewer manholes and cleanouts to grade; road culvert drainage system; traffic signing, striping and stenciling; street lighting; landscape and irrigation; and street sweeping as required by the plans, Standard Specifications, and the Special Provisions. The City has placed the DBE goal to be at 20% Bids that are missing pages, cannot be opened, etc., may be considered unresponsive. It is the bidders sole responsibility to contact the Citys online bid management provider to resolve any technical issues related to electronic bidding, including, but not limited to, registering as a vendor, updating passwords, updating profiles, uploading/downloading documents, submitting an electronic bid, etc. The classification of Contractors license required in the performance of this Contract is a Class A Project Duration: 60 Pursuant to the provisions of Section 1773 of the Labor Code of the State of California, the City has obtained the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in this locality for each craft, classification or type of workman needed to execute the Contract from the Director of the Department of Industrial Relations This is a federally-assisted construction project. Federal Labor Standards Provisions outlined in the HUD-4010 form, including the prevailing wage requirements of the DavisBacon and Related Acts (DBRA) will be enforced. The current Federal Wage Decision is the one in effect 10-day prior to the bid opening date and can be found on-line In the event of a conflict between Federal and State wages rates, the higher of the two will prevail. Apprenticeship Program: Attention is directed to Section 1777.5, 1777.6 and 1777.7 of the California Labor Code and Title 8 of the California Administrative Code, Section 200, et seq., to ensure compliance and complete understanding of the law regarding apprentices. Conflict of Interest: In the procurement of supplies, equipment, construction, and services by sub-recipients, the conflict-of-interest provisions in 24CFR 85.36. OMB Circular A-110, and 24CFR 570.611 shall apply. No employee, office, or agent of the sub-recipient shall participate in the selection, award, or administration of a contract supported by federal funds if a conflict of interest, real or apparent, would be involved. The successful bidder shall be required to furnish a Labor and Materials Bond and a Faithful Performance Bond in the amount of 100% of the amount of the Contract. Pursuant to Section 22300 of the Public Contract Code of the State of California, the Contract will contain provisions permitting the successful bidder to substitute securities for any monies withheld by the City of Montclair to ensure performance under the Contract. All bids shall be accompanied by one of the following forms of bidders security: (1) A signed electronic bidders bond by an admitted surety submitted via Electronically (2) A signed bidders bond by an admitted surety insurer received by the City at the address set forth below; or (3) cash, a cashiers check, or certified check received by, and made payable to the City. The required bidders security shall be in an amount equal to at least 10% of the amount bid. A bid shall not be considered and will be deemed nonresponsive unless one of the forms of bidder's security is enclosed with it. It is the responsibility of the prospective bidder to ensure that the City receives the bid security within the allotted time. The work to be completed consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Plans, Specifications, and Contract Documents for the above stated project. The Engineers estimate for the proposed project is $1,500,000. The City Council reserves the right to reject any or all bids, to delete portions of the work, or to waive any defect or informality in any bid received.
