Summary Regional Parks is inviting proposal submissions to conduct one or both of the following tasks within the Deer Creek Hills Open Space Preserve (Preserve): Controlling invasive species through repeated herbicide application treatments. The target species include milk thistle (Silybum marianum), yellow star thistle (Centaurea solstitialis) rush skeletonweed (Chondrilla juncea), perennial pepper weed (Lepidium latifolium), onion grass (Romulea rosea) and Italian thistle (Carduus pycnocephalus). Planting and irrigation of approximately 200 trees within a 1-acre area consisting of valley oak (Quercus lobata) and blue oak (Quercus douglasii) seedlings. The goal of the contract is to reduce invasive plant species and establish healthy oak woodland habitat within the Preserve. There are two discrete tasks and proposals may be submitted for one or both of the tasks listed above. The identified services may be awarded as two separate contracts, to two separate contractors; however, if one contractor successfully bids on both services then those services shall be combined and issued under a single contract. Professional services shall be required until the end of the Contract Period (March 15, 2026). Regular communication and meetings with the Regional Parks and Conservancy staff will be an integral part of the Project activities. Background In 2022, the County of Sacramento (Regional Parks) was awarded grant funding by the California Department of Forestry and Fire Protection's Forest Health Program as part of the California Climate Investments Program to carry out the Cosumnes Ladder Fuel Reduction Project (Project). The activities to be carried out as part of this Project include thinning and removal of ladder fuels, invasive weed treatments, and planting trees. The thinning and ladder fuel removal will occur at the Deer Creek Hills Open Space Preserve (Preserve), which is owned by the Sacramento Valley Conservancy (Conservancy), Regional Parks, and California State Parks; and on private lands around the Preserve in the Sloughhouse area, including the community of Rancho Murieta (Figure 1). The invasive weed treatment and tree planting component of the Project will occur entirely within the Preserve and is the subject of this request for proposals (RFP). Question Submission Deadline: April 12, 2024, 5:00pm. Questions concerning this RFP must be submitted electronically. Question Response Deadline: April 17, 2024, 5:00pm. The County reserves the right to modify this RFP at any time prior to the proposal due date. The County will modify the RFP only by written addenda. Proposal should be based on this RFP document and any formal written addenda. Proposers should not rely on oral statements. Addenda will be posted electronically. It is the responsibility of each prospective Proposer to assure receipt of all addenda. Contractor Selection Date: May 10, 2024
