The Santa Cruz County Sanitation District (District) is seeking qualified consulting firms (Consultants) to provide environmental consulting services on an on-call basis for sanitation engineering projects. The response to this solicitation will be in the form of a Statement of Qualifications. The performance period of the contract is 2 years with the possibility of two 1-year extensions for consultants performing satisfactorily. The structural integrity of the District facilities is essential to the safe conveyance and treatment of wastewater, and may be affected by many factors, including, but not limited to, age, corrosion, and loading conditions. Environmental consulting services are required on an "on-call" or "as-needed" basis to safeguard the District's facilities. Consultant services may be requested when the project scope of work is outside District staff's area of expertise, or when the District does not have the required manpower to complete the project. Projects will be within the limits of the Santa Cruz County Sanitation District Boundaries. The District seeks to award at least one on-call contract to a Consultant qualified in environmental engineering: 1. Environmental investigations and recommendations for pump station upgrades. 2. Environmental investigations and recommendations for trenchless sewer construction beneath highways and waterways. 3. Environmental analysis and recommendations related to neighborhood sewer construction beneath highways and waterways. Question Submission Deadline: May 20, 2024, 5:00pm Question Response Deadline: May 22, 2024, 5:00pm The Santa Cruz County Sanitation District (District) is seeking qualified consulting firms (Consultants) to provide environmental engineering services on an on-call basis for sanitation engineering projects. The response to this solicitation will be in the form of a Statement of Qualifications. The performance period of the contract is 2 years with the possibility of two 1-year extensions for consultants performing satisfactorily. All qualified Consultants interested in providing these services are invited to submit their Statement of Qualifications (SOQs). The Consultant's SOQs will be evaluated and ranked according to the criteria provided in Appendix B, "Consultant / SOQ Evaluation," of this Request for Qualifications (RFQ). The Consultant's attention is directed to Appendix A, "Submittal Requirements." Submit three (3) hard copies and one (1) electronic copy in PDF format on a USB Flash drive of the Consultant's SOQs. Each response shall be submitted in a 1/2 " 3-ring binder using uncoated white paper. The maximum number of pages in the 3-ring binder shall not exceed 15 double-sided sheets (excluding resumes and separate fee schedule). The Consultant performs the specific items of work for services stated in the contract. The method of payment is specific rates of compensation. The Consultant shall include their fee schedule with the response. The fee schedule shall include billing rates for staff at the various levels which may perform work on the District's projects as well as an estimate of direct and indirect costs. Billing rates for sub-consultants shall also be included, with markups if applicable. If at any point during the two-year term of the master agreement, the firm's billing rates will be increasing, those increases shall be clearly outlined in the fee schedule. If no increases are shown, there will be no increases allowed on the billing rates at any classification. Invoices submitted throughout the term of the master agreement will be paid at the proposed billing rates provided in the response. The fee schedule shall be submitted in a separate sealed envelope from the SOQ. The fee schedule is confidential and will remain sealed until all SOQs have been reviewed, and the most qualified Consultant has been selected. The top ranked Consultant's cost proposal is opened just prior to negotiations. All other cost proposals are returned unopened after contract execution. The method of Contractor Selection has not been Determined at this time.
