This Request for Proposals (the "RFP") is an invitation by the Saskatchewan Power Corporation ("SaskPower") to prospective proponents to submit proposals for the provision of Hatfield Substation - Civil Works, as further described in the RFP Particulars (Appendix A) (the "Work"). SaskPower is a Saskatchewan Crown Corporation continued under The Power Corporation Act (Saskatchewan). It is principally responsible for the generation, transmission and distribution of electricity for most of Saskatchewan. Civil construction services are required at the Hatfield Substation. The required scope of work includes site prep, ground grid, ducting, & fence installation, as well as concrete foundation work. The target completion date for the work required is October 9, 2024. Anticipated Execution of Agreement - May 31, 2024 Question Acceptance Deadline: 2024/04/19 03:00:00 PM CST Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform. The proposed substation expansion is located within flat-lying agricultural lands approximately 1 km south of Hatfield, Saskatchewan. A Site Plan showing the location of the study area and borehole locations has been shown on Drawing No. 19026-1. The Contractor shall supply all labour, material, equipment, tools and supervision necessary to complete the following Work as specified in this Specification and on the Contract Drawings: a. Site Preparation b. Foundations c. Ducts and Manholes d. Fencing e. Grounding The Contractor shall supply all labour, material, equipment, tools and supervision necessary to complete the following Work as specified in this Specification and on the Contract Drawings. The Contractor shall subcontract to a survey company that is listed in the Saskatchewan Land Surveyors Association’s (SLSA) directory of survey companies. The survey company shall layout all civil works infrastructure including but not limited to foundations, fencing, roads, approaches and ducting according to the Contract Drawings. Civil infrastructure may be laid out using GPS. Should this be total station?? The Contractor shall supply all labour, material, equipment, tools and supervision required to complete the Work as follows: i. Removal of topsoil until competent subgrade is reached; ii. Site preparation/earthworks for the construction of a new 72-25kV substation to replace the existing Hatfield Substation; and iii. Construction of an access road to the site approximately 40 m long including one approach off the existing RM grid road The Contractor shall be responsible to contact the Ministry of Highways and Infrastructure, as well as any affected Rural Municipality, to determine all necessary agreements/permits required to complete the Work and shall be responsible for all associated costs to obtain any agreements/permits. The Contractor shall supply all labour, material, equipment, tools and supervision required to complete the Work as follows: a. install approximately 200m of new chain-link fence; b. install two (2) 6.4 metre swing gates, one (1) of which shall have a walk-in wicket gate; c. install precast concrete sills complete with geotextile fabric; refer to details on Drawing D146/60095.007; d. install one (1) 1.1 metre man gate; e. install SaskPower supplied signs f. install four (4) SaskPower supplied locks; The fence installation shall follow the design grade asshown on the Drawingsto ensure the fence mesh burial depth is maintained at 150 mm below final grade. The Contractor shall make appropriate adjustments to ensure proper final fence elevations are correct as the site may not be at final grade. The Contractor shall supply all labour, supervision, equipment and material not supplied by SaskPower necessary to complete all Work as outlined within this Specification and shown on the Contract Drawings, including but not limited to pull-boxes, ducts and associated material.
