Site work and paving for a mixed-use development in Groton, Connecticut. Completed plans call for site work for a transportation facility; for paving for a transportation facility; and water / sewer project.

Bids must be uploaded in their entirety with receipt of a confirmation number no later than the date and time indicated above. No bids will be able to be posted after the time noted above. All costs incurred in connection with responding to this IFB shall be borne by the Bidde. The project consists of rehabilitating the full Runway 5-23, the intersection of Runway 5- 23/Runway 15-33 and stub taxiways (Taxiway C, D, & E) pavements to past the hold position markings, airfield lighting, and airfield signs. The project work will include: pavement milling; underlying surface preparations (i.e. crack repairs); new surface pavement; pavement grooving; airfield electrical work with new elevated and in-pavement runway and taxiway edge lights, elevated runway end and threshold lights replacement; new distance-to-go and guidance signs, two new regulators in the electrical vault, new conduit and new cable; relocation and installation of a new wind cone and segmental circle; existing drainage structure rehabilitation; pavement marking; transplanting of rare species plants for impacted areas; restoration of growth for disturbed areas; and other minor miscellaneous items. The work performed under this Contract shall be governed by Federal Contract Provisions, as applicable, set forth in the Contract Documents, unless otherwise noted, which include, but are not restricted to, Disadvantaged Business Enterprise (DBE) Subcontractor participation, Equal Employment Opportunity requirements, and compliance with State of Connecticut Wage requirements and Federal Wage and Hour requirements (Davis-Bacon Act). All requirements of the Federal funding and the CAA procurement process, as well as all administrative regulations shall apply to this project, as if herein written out in full. The CAA, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. It is the policy of the CAA to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. All disadvantaged business enterprise firms qualifying under this solicitation are encouraged to submit bids/proposals. The provisions of State of Connecticut non-discrimination requirement pursuant to Connecticut General Statutes 4a-60 and 4a-60a will also apply. Award of this contract will be conditioned upon satisfying the requirements of this section. A site visit will also be held immediately following the Pre-Bid Conference. Bidders must attend the site visit to familiarize themselves with the Scope of Work and site restrictions. CAA will not schedule site visits after this time. No claims for extra costs shall be allowed because of lack of full knowledge of verifiable conditions. During the period from advertisement of this Invitation for Bid (IFB) and until a Contract is awarded, Bidders shall not contact any employee of the CAA concerning this procurement except in writing via the clarifications tab for this solicitation that may be found at https://ctairports.procureware.com. The deadline to submit questions will be April 16, 2024, 11:00 AM (EST).
