Renovation of a data center facility in Bellevue, Washington. Completed plans call for the renovation of a data center facility.

Brief Scope of Services: Mitsubishi Uninterruptible Power Supply has reached past it's 15-year end of life cycle and will need replaced and power requirements supported for new installation. Replacement of the equipment is critical in maintaining operational readiness of the Bellevue City Hall backup electrical systems that supports the MEC 1 data center. This document seeks to define the general operating parameters and Scope of Work (SOW) necessary to meet the requirements as the contracted Mitsubishi UPS replacement provider for the Bellevue City Hall. Contractors interested in performing the UPS replacement outlined in this Scope of Work (SOW) for the city shall use this document as a supplement to the Request for Proposal (RFP) instructions. Site Address- 450 110th Ave NE Bellevue, WA 98004 Vendor Questions Due: April 02, 2024 by 5:00 PM Questions regarding this project may be submitted electronically through Public Purchase. Unauthorized contact regarding this RFP with other City employees may result in disqualification. Any oral communications will be considered unofficial and non-binding on the City. Any questions will be answered in writing and posted on the City's website 12.1. Upon contract award, prior to initiating the scope of work set herein, a preliminary site walk will be performed with the Contract Administrator and Contractor to assess the existing UPS system, building infrastructure and other necessary areas and components to identify risks, needs and support planning. This walk will also confirm SOW, Equipment and Material Purchase, Outline Schedule for De-Installation and Installation of UPS gear and Disposal of Equipment and Batteries. 12.2. Special Provisions: This project will start on a Friday morning and run 24/7 until the Project is completed by Sunday, allowing for 3 days total. Facilities Operations requests 2 separate work crews running 12-hour shifts that include UPS technicians and electrical subcontractors. Facilities Operations will switch BCH on generator power only for power redundancy. 12.3. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services for removing (3) Total cabinets, (120) batteries, and MGE 7000 UPS Unit. Contractor will be responsible for removal and proper disposal of removed equipment (3) Total cabinets, (120) batteries, and MGE 7000 UPS Unit and subsequent components. 12.4. Contractor can utilize sub-contractor for all electrical work including but not limited to; Lock out tag out of breakers associated with the existing MGE 7000 UPS for safety during de-installation, disconnect UPS inputs and outputs, internal and external feeds and battery cabinet cabling, place and mount new UPS and new battery cabinet, run new feeds from MBS to UPS input and outputs, run new dc cable feeds from battery cabinet to UPS, run new control cables for UVT and Aux contacts from UPS to battery breaker, double check torque requirements for all connections and perform safety check for any possible shorts, support turning back on breakers, and support final testing for UPS bypass mode. 12.5. Contractor will arrange Freight Shipping of approved equipment and hardware products to BCH loading dock, communicating lead times and coordinating with the Contract Administrator or designee. Contract Administrator and contractor will receive items and inspect for any damaged or missing items. 12.6. Contractor and electrical subcontractor shall secure MGE 7000 UPS to Maintenance Bypass, so loads are powered by Utility power only. Electrical: Power down MGE 7000 UPS, lock-out and tag-out of breakers associated with MGE 7000 UPS for safety during deinstallation. Disconnect UPS inputs and outputs and battery cabinet cabling. Contractor to remove MGE 7000 UPS from installed location and dispose all deinstalled equipment and batteries. Contractor to remove (120) total Enersys 12HX400 batteries for recycle and remove (3) Power Battery Company Inc. battery cabinets. 12.7. Contractor will be responsible for installing, grounding and seismic fastening new Mitsubishi 9900B Series UPS System in accordance with NFPA 70, NEC and all federal, state, and local regulations. Contractor will use appropriate hardware, fasteners, and conductors per industry and manufacturing standards/requirements. Contractor will ensure appropriate clearance is maintained per the UPS installation drawings based on manufacturer recommendations. 12.8. Contractor will be responsible for installing and securing new Battery Cabinet with size 12V Batteries per all federal, state, and local regulations. 12.9. Contractor to install new monitoring battery management system. The contractor will run all cabling supported for monitoring batteries and reuse existing Cat6 ethernet network cable from the existing battery monitoring system. 12.10. Contractor will support new installation of CS141 Communications Adapter, SNMP/WEB/MODBUS Adapter that will include a new MAC Address and Bellevue IT Department will support new IP Address/Subnet/Default Gateway. 12.11. Contractor and/or electrical subcontractor install new UPS electrical connections. Run new feeds from Master Bypass Switch to Uninterruptible Power System input and output. Run new DC cable feed from Battery Cabinet to Mitsubishi 9900 Series UPS System. Run new control cables for UVT and Aux contacts from UPS to battery breaker.
