Renovation of an educational facility in Richmond, Kentucky. Conceptual plans call for the renovation of a educational facility.

Eastern Kentucky University is Soliciting Statements of Qualifications ("qualifications") for the Selection of an Architect/engineer ("a/e") Firm for Design of the Combs Building Grise and Ferrell Auditorium Renovations Project. Prospective a/e Firms Are Hereinafter Referred to as "respondents". 1. Collecting Qualifications in Response to This Rfp is the First Step in Selecting an a/e Firm. This Rfp Provides the Information Necessary for Respondents to Prepare and Submit Qualifications for Consideration by the Owner. In the Next Step the Owner Will Determine An Initial Ranking of the Respondents. If the Initial Ranking of the Respondents is Reasonably Conclusive, the Owner May Make a "most Qualified" Selection Based Upon the Written Qualifications Only. If Not, Then the Owner May Conduct Interviews With a "short List" of Respondents. 2. The Owner May Select Up to Five (5) of the Top Ranked Qualified Respondents to Participate in an Interview With the Owner to Confirm and Clarify the Qualifications Submitted and to Answer Additional Questions. The Owner Will Then Rank the Interviewed Respondents to Determine a Single Most Qualified Respondent. 3. After Selecting the Most Qualified Respondent the Owner Will Negotiate the Detailed Professional Services to Be Provided by the a/e and a Suitable Fee for Those Services. The Owner Will Request a Fee Proposal From the Most Qualified Respondent, With Supporting Information Demonstrating That the Requested Fee is Justified by the Level of Effort (and Related Personnel Costs) Required to Provide the Services Necessary for the Design of the Project. Potential Respondents Should Be Aware That, Except in Unusual Cases, the Owner Does Not Consider Billable Time Incurred While Traveling to and From the Project Site, Owner's Offices, or Board of Regents Meetings, as Necessary to the Completion of the Project. Potential Respondents Whose Offices Are Located Where Such Time-consuming Travel Will Be Regularly Required in the Performance of Services for the Project, Should Consider This Policy When Deciding Whether or Not to Submit Their Qualifications. Evaluation of Qualifications: the Evaluation of the Qualifications Shall Be Based on the Requirements Described in This Rfp. All Properly Submitted Qualifications Will Be Reviewed, Evaluated, And Ranked by a Selection Committee Appointed by the President of Eastern Kentucky University, or Their Designee. Typically, That Committee Will Include Both Future Users of the Facilities Developed by the Project and Facilities Professionals. The Top Five (5) or Fewer Ranked Respondents May Be Selected by the Owner for Further Consideration by Participating in an Interview Wherein Qualifications Will Be Presented And Examined in Further Detail and Where Questions Will Be Posed by the Selection Committee and Answered by the Respondent. Qualifications Submittals Should Not Include Any Information Regarding Respondent's Proposed Fees, Pricing, or Other Compensation Considerations as These Will Not Be a Factor in the Selection of the Most Qualified Respondent. Project Description, Scope, and Budget: o Renovate the Grise and Ferrell Rooms of the Combs Classroom Bldg. These Classrooms Are Back-to-back Auditoriums With Approximately 200-seats Each Located on the Ground Floor. They Are Mostly Original From the 1960's. o the Scope Shall Update and Modernize Both Spaces. The Intent is to Configure the Rooms to Be More Flexible in Their Use Allowing for a Wider Range of Instructional Purposes. o the Existing Fixed Seating is to Be Removed and Replaced. The Desire is for the New Seating System To Include Tables for Each of the Rows. The New Seating Needs to Allow for a More Flexible Use of The Space Allowing Students to Both Attend Lectures as Well as to Collaborate in Small Groups. It is Preferred That the Seating Include Electrical Outlets for Laptop and Phone Chargers. The Seating Capacity Can Be Reduced as Needed From the Current Capacity. o Each Auditorium Has a Stage on One End, and These Rooms Host a Lot of Class Instruction. In Addition, We Would Like to Use These Rooms to Host Events Such as Movie Screenings or Other Types Of Presentations. o Acoustic Ceilings Will Be Provided in Each Space. New Lighting, and Ceiling-mounted Mep Components Will Be Included. o Acoustical Wall Treatments Are to Be Included in the Design to Aid in the Clarity of the a/v System. o Upgrade the Technology Throughout Both Spaces With New a/v Systems, Wifi and Data Access Points. o Electrically, the Building Does Not Have Much if Any Spare Capacity, and Potentially the Building May Not Be Grounded. These Issues Will Need to Be Addressed as a Part of the Design. o Mechanically the Spaces Function Well and Outside of Reconfiguring the Existing Systems to Work With the New Ceilings We Do Not Anticipate Any Changes to the System. o Both Auditoriums Currently Have Asbestos Containing Materials Installed on the Walls and Ceilings. Abatement of These Materials Will Be Handled Directly by the Owner and Will Not Be a Part of This Scope. o the University Has Budgeted $800,000 for the Design and Renovation of These Spaces. We Understand That This May Not Be Enough to Fully Renovate Both Spaces So, if Necessary, We May Choose to Only Construct a Portion of the Project Initially. Eku Requests Phasing is to Be Identified as Part of the Overall Project Design and is to Be Based on The Needs of the University After Consultation With the a/e Firm. Owner Interviews Respondents Tbd Owner Selects Most Qualified Respondent 1 Day 4/11/2024 4/12/2024 Owner Negotiates Fee and Executes Agreement 7 Day 4/12/2024 4/18/2024 Pre-design Conference 1 Day 4/22/2024 4/23/2024 Design Development 28 Day 4/22/2024 5/19/2024 Stakeholder Review and Approval 3 Day 5/20/2024 5/22/2024 Construction Documents 14 Day. 5/23/2024 6/5/2024 Complete Statement of Qualifications Responding to All Questions. Incomplete Qualifications Will Be Considered Non-responsive and Are Subject to Rejection. Criterion One: Respondent's Statement of Qualifications and Availability To Undertake the Project (Maximum of Two (2) Printed Pages Per Question) 1. Provide a Statement of Interest for the Project Including a Narrative Describing the Respondent's Unique Qualifications as They Pertain to This Project. 2. Provide a Statement on the Availability and Commitment of the Respondent and Its Principal(S) and Assigned Professionals, Including All Consultants to Undertake the Project, For the Timeline Noted Above. Changes to the Respondents Project Manager/director, Project Designer or Other Key Roles After Selection Could Be Cause for Disqualification. 3.
