Mailed via United States Postal Services to Kern County Public Works Department, 2700 "M" Street, Suite 400, Bakersfield, California, 93301. All proposals sent by mail must be posted so as to be at said address by the hour and date set forth above for the bid opening. After which time they will be publicly opened and read on that date in the first floor meeting room of said Public Services Building. Per Public Works Contractor Registration Law [SB 854], Contractors and Subcontractors who intend to bid or perform work on this Project must be registered with the Department of Industrial Relations. Information is available at website. No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. I No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or afterApril 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.1 This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The scope of work for this Project consists of the following: I Asphalt Paving I Airfield Signage and Lighting I Airfield Marking I Storm Drainage I Fencing I Emulsion fog-sealing. Each bidder must complete, sign, and furnish with bid all forms and certifications contained in the Proposal Forms section of the Bid Documents. The County reserves the right to reject any and all bids. The contract will be awarded by the Board of Supervisors, after a complete contract is prepared, to the lowest responsible bidder, whose proposal complies with all of the requirements prescribed. The lowest bid will be determined by the total sum of the Base Bid. In accordance with CPCC 20103.8(b), "the lowest bid shall be the lowest total of the bid prices on the base contract and those additive or deductive items that were specifically identified in the bid solicitation as being used for the purpose of determining the lowest bid price." County has at their discretion, the right to award a contract for the base bid and any number of alternatives or combination of alternatives (if present) that fit within the funds available for the project. All documents submitted in compliance with the requirements of this bid package and the contract must be scannable and photocopiable. Each bidder must be licensed as required by law at the time the contract is awarded. Failure of the bidder to obtain proper and adequate licensing for an award of a contract shall constitute a failure to execute the contract and shall result in the forfeiture of the security of the bidder. The contractor license classification required for this project is: California License Class A. The estimated total construction cost for all improvements is approximately $3.5 million. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code section 12990. No discrimination shall be made in the employment of persons for this project. Labor Code Section 1735 and all other applicable State and Federal requirements relating to employment discrimination shall be complied with. Women will be afforded equal opportunity in all areas of employment. However, the employment of women shall not diminish the standards of requirements for the employment of minorities. Bidders are advised that, as required by Federal law, the State has established a statewide overall Disadvantaged Business Enterprise (DBE) goal. This Agency Federal-aid contract is considered to be part of the statewide overall DBE goal. The Agency is required to report on DBE participation for all Federal-aid contracts each year so that attainment efforts may be evaluated. The County of Kern, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. This project is federally funded in whole or part. Minimum wage rates for this project as predetermined by the United States Secretary of Labor may be obtained on the internet at Wage. If there is a difference between the minimum wage rates redetermined by the United States Secretary of Labor and the prevailing wage rates predetermined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and all subcontractors shall pay not less than the higher wage rate. The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate which most closely approximates the duties of the employees in question. Federal Requirements. This project is funded under the Federal Aviation Administration (FAA) Airport Improvement Program (AIP). Contractor(s) will be required to comply with specific federal contract provisions as listed herein and contained in the Bid Documents. Successful Bidder/Contractor will be required to insert applicable federal contract provisions in all subcontracts and shall be responsible for compliance by subcontractor. The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specifications" set forth herein. These goals are applicable to all of the Contractors construction work (whether or not it is Federal or federally assisted) performed in the covered area. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade, and the Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The U.S. Department of Transportation (DOT) provides a toll-free "hotline" service to report bid rigging activities. Bid rigging activities can be reported Mondays through Fridays, between 8:00 a.m. and 5:00 p.m., Eastern Time, Telephone No. 1! 800-424-9071. Anyone with knowledge of possible bid rigging, bidder collusion, or other fraudulent activities should use the "hotline" to report these activities. The "hotline" is part of the DOT'S continuing effort to identify and investigate highway construction contract fraud and abuse and is operated under the direction of the DOT Inspector General.
