The Town of Leesburg is soliciting sealed bids from qualified contractors to provide Morven Park Sidewalk Road Improvements. Work includes all labor and material necessary for construction of improvements to Morven Park Road from West Market Street (Route 7 Business) and Old Waterford Road, including demolition, maintenance of traffic, earthwork, curb and gutter, pavement, sidewalk, storm drainage, sanitary sewer, and other related items in accordance with plans and specifications. Project no.C501, UPC 113187 Question Deadline 04/15/2024 at 2:00 PM ET All questions regarding this bid must be submitted in writing via email to BidQuestions@leesburgva.gov Morven Park Road from West Market Street (Route 7 Business) to Old Waterford Road is a 0.5 mile long, two-lane residential roadway. The existing roadway includes segments with curb and gutter, sections with sidewalk, and portions of the road with neither. The Town of Leesburg Capital Improvement Program (CIP) includes a project to improve the road to include a sidewalk on the west side, continuous curb and gutter on both sides, and upgraded storm drainage system. The Town has obtained funding for the project from the Virginia Department of Transportation (VDOT) under the state Revenue Sharing program and from the Northern Virginia Transportation Authority under the Local Distribution Fund program. This project shall be subject to compliance with the VDOT regulations contained in this document and elsewhere. Contractor shall incorporate all required VDOT requirements into all subcontracts and lower-tier subcontracts. The Town and/or funding agency (i.e. VDOT's Civil Rights Division as appropriate) will perform audits to ensure compliance with all applicable terms and conditions and guidelines contained in this document or elsewhere. SCOPE OF WORK The Town of Leesburg, Virginia ("Town") is requesting sealed bids from qualified Bidders to provide construction services for improvements to Morven Park Road from West Market Street to Old Waterford Road in conformance with the construction drawings prepared by Whitman, Requardt and Associates, LLP and the specifications and technical requirements included in this Invitation to Bid. The awarded bidder, also referred to herein as "Contractor", shall provide all construction services, including, but not limited to demolition, erosion and sediment control, curb and gutter, sidewalk, paving, storm drainage, sanitary sewer, traffic control, and all incidentals related thereto to complete the project. The Town reserves the right to perform all, part, or none of the work.
